n the late 1980s Michael Clay Smith (1989) warned that violence is a reality on college campuses. Between the 1970s and 1990s, campus marches, sit-ins, draft card burnings, and riots escalated to sexual and aggravated assaults, serious property crimes, robberies, and homicides. Dispelling the common notion of a college campus as a type of sanctuary from the troubles of the world, Smith emphasized higher education’s duty to provide protective measures and to respond appropriately following troublesome incidents. Unfortunately, these efforts have been insufficient to eliminate increasingly serious situations on today’s college campuses. In response to ongoing concerns about campus violence across the country, strong essential services on today’s campuses require proactive approaches (Jackson, Terrell, & Heard, 2007; Smith & Fossey, 1995). Smith’s (1989) account demonstrates the importance of strong essential services programs. Student affairs professionals are constantly examining best practices at institutions of all sizes and types. After the shooting at Virginia Tech (April 2007), representatives of 288 institutions of higher education across the nation indicated in a survey that they had conducted a review of their crisis response plans (Rasmussen & Johnson, 2008). Approaches to threat assessment, communication, enhanced counseling services, case management strategies, and emergency response protocols are shared regularly by some institutions. This chapter is designed to provide information about the role of essential services in responding to a crisis. For the purpose of this chapter, essential services include, but are not limited to, housing and dining, student activities, and international student services (Barr & Associates, 1988; Lambert, 2002); depending on the culture of an individual campus, other departments could easily be considered essential in nature. The chapter specifically focuses on the process of crisis management as well as recovery and healing initiatives that are the catalyst for reclamation of the campus after a crisis (Jablonski, McClellan, & Zdziarski, 2009).
