on some college campuses remain in residential housing year-round. As a result, student housing- and dining-related facilities are almost always an essential service and may play an especially significant role should shelter-in-place protocols become necessary. Shelter-in-place protocols are safe and secure residential environments on campus. Housing units are practical choices for shelter locations because they are designed to manage and maintain large numbers of people. In general, residential dining is either self-operated or contracted with outside vendors. While typically functioning during the academic year, some food service operations also serve summer conference programs. Dining facilities may be physically attached to housing/ residential complexes, student union buildings, or other campus facilities that regularly provide meals or cater special events. During a crisis of extended duration, dining operations may collaborate to service students, families, and university employees. Collaborative partnerships, and in some cases prearranged business agreements, must be in place for these essential services to function effectively.
Student Activities
The staff of the student activities department could be called upon to take the lead in crisis-related program planning and implementation. Programmatic initiatives may be requested by campus officials that promote campus community healing and recovery (see chapter 6). These initiatives serve a number of purposes: They provide students
