Andrew “Rusty” Tassini, manager of maintenance at Syracuse University in New York, says that two of the six maintenance managers in his FIXit department retired without replacement, which meant redistributing the additional work among the four remaining managers. At some institutions, the appropriate response to the combination of staff reductions and increased workloads is outsourcing. Contracting with an outside agency to provide a particular
