considers growing or possession of marijuana crimes of federal caliber. Colleges and universities in Colorado and Washington now have to deal with a massive contradiction between state and federal law, and the state side is the one grabbing most of the headlines and coming to the attention of students, who might push back a little if told they can’t exercise their new rights. How are residence life professionals supposed to deal with this? We reached out to a few members and colleagues in order to gauge reactions and discover how residence life programs in these states might deal with this latest challenge. Some institutions made their position extremely clear, stating in no uncertain terms that marijuana will continue to be prohibited on their campus and within their residence halls. Colorado State University in Fort Collins issued their position through their press representative and has since advised their staff to make no further comment on the issue to any other press outlets, including the Talking Stick. Colorado State did mention, however, that while they will stop involving local police in marijuana busts at the university, campus police can still issue citations to students, using violation of the student code of conduct as justification. At Washington State University in Pullman, Director of Housing

and Conference Services Robert Tattershall’s feelings in regard to the election results might come as a surprise to some. He says the results are “Relief that we are finally coming to our senses. Happiness that fewer young people will be made unemployable by a crime that I believe shouldn’t be a crime.” Personal feelings aside, Tattershall is quick to assert that business will continue as usual at Washington State in terms of dealing with marijuana incidents. Medical marijuana was legal in Washington before the recent election, and he says that they remained firm even at that point. “Some representatives from local judicial districts around the state have been quoted as saying that they won’t prosecute small amounts of marijuana, so that may have an impact on the practical matter of enforcement on campus,” says Tattershall. “I suspect that if university police will be told that the judicial system won’t prosecute cases of less than an ounce, the judicial system will help shape the university response more than our department will.” Tattershall also comments that it is too soon to tell what effect, if any, the new law will have on resident assistant training, residence hall programming, or drug education or treatment resources in the future. He points out that Washington State’s past marijuana incidents have been

on a par with those in the rest of the nation in terms of frequency and that it might be possible to take a more relaxed stance on the issue in general. He comments, “The larger problem is alcohol. What RA wouldn’t rather confront a stoned person compared to a drunk one?” Jocelyn Maul, residence coordinator at Indiana University in Bloomington, has spent a lot of time over the past year or so immersing herself in federal-state level conflicts, culminating in a presentation on the topic at this year’s GLACUHO conference. “I think [the legalizations] will make for some interesting challenges for both the administration and students of institutions in those areas. I’m glad to see the engagement of students and community members in the political process and hope that educated decisions were made during the changes in legislation.” Maul predicts that the biggest effect the new legislation will have will be in individual institutions’ conduct processes. She says, “I believe that as conduct officers, we will need to be able to articulate our institution’s expectations of students in a way that the student can understand the separation of the legal system and the educational system.” As for what the future holds for these affected institutions, Maul believes that some sort of balance can one day be found: “Balance
