Construction Delivery Methods: A Primer
Before construction begins, every institution will have decided just how the project will be delivered, based on quality, price, and the ability to deliver on time and on budget and to meet long-term expectations of the institution’s vision and mission. There are a range of options. Design-Bid-Build: This is the most traditional construction delivery method. It means that the institution has separate contracts with the architect and the contractor, each selected by different processes. The architect designs the project and prepares construction documents. These are reviewed by contractors who wish to bid on the project. Contractors bid competitively, either privately or publicly, and most often the lowest bidder is selected. Construction Manager at-Risk: This delivery method has become more popular with colleges and universities in recent years. The architect and contractor are selected for their qualifications and experience. While each still has independent contracts with the institution, they work together as a team from early in the process. The construction manager, or CM, provides a Guaranteed Maximum Price (GMP) to the owner and solicits proposals from subcontractors to achieve that price or a lower one. Design-Build: This delivery process is also gaining popularity in campus circles. The institution hires one team to deliver the completed project. The contractor guarantees the price, based on early schematic designs, and the design team works with the contractor through subsequent design phases to achieve that price. Integrated Project Delivery: This newest form of project delivery has gained momentum in the private sector, but has not yet been embraced fully by the higher education community. With IPD, all parties act collaboratively as one team with blurred lines of responsibility. The project is designed and built using a shared 3D model, with the anticipation of a higher degree of coordination, pricing accuracy, and building performance.

Stuck in the middle of this debate, and trying desperately not to take sides, were the facilities design and construction department members. They knew that whatever decision was made, they would be charged with making it a successful one. Ultimately the department compiled a report that evaluated the quality, character, and scale of the buildings (three-story existing ones versus proposed new four-story structures), the impact new construction would have on the quad’s mature trees, and the environmental impact of demolition, among other issues. When complete, this report shed light on how, despite similar price tags for both options, the end results would be vastly different. So it was that in September 2009, UNCG’s board of trustees, on the recommendation of Chancellor Linda P. Brady, voted unanimously to renovate the existing halls. Three years later, the buildings reopened for 600 students and residence life staff. The grand re-opening made for exciting days marked by celebration. Construction fences had been collapsed and the floors swabbed clean of builders’ muddy boot prints. Every decision that had been made over the course of several years, from the first discussions of how space might be used to the final selection of upholstery fabric, was embedded in the physical space.

Constructive Conflict
On this particular project, UNCG overcame a potentially disabling debate and delivered a successful project thanks to a process honed through lessons learned on many other projects. Success came about as a result of clear communication, a defined set of expectations, and
