In the last semester of 2010,
the University of Illinois
at Urbana-Champaign
opened Nugent Hall with
accommodations on the
first floor for students with
physical disabilities. Known
for its advanced design,
this hall is one for other
institutions to benchmark
themselves by when building
this type of accommodation.
Even though it only
encompasses the first floor of
the building, the design from
KSQ Architects ensures that
this community of students
enjoys the experience of
living independently. Features
include automated doors,
ceiling lifts that carry them
from their bed to their
bathrooms, and a teaching
kitchen with lower counters
and knee space below the
sink and cooktop.

americans with disabilities
act and revisions
The Americans with Disabilities Act (ADA)
and Section 504 of the Rehabilitation Act were
developed to assist students with disabilities
break down barriers thoughtlessly constructed
by institutions prior to 1990. The Americans
with Disabilities Act impacts public colleges
and universities in the United States but
does not cover private or religiously affiliated
higher education institutions. Section 504
states that any school that receives any
financial assistance must comply with the
regulations contained therein. In 2010,
the ADA was revised to include edits and
deadlines under three titles: Title 1 focuses on
employees of government agencies and the
protections they may receive; Title 2 highlights
accommodations for programs at government
institutions; and Title 3 focuses specifically
on public accommodations and commercial
facilities, including private colleges and
universities.
The focus of Title 2 includes rules for
consistency of design, definition of service
animals, and clarification of reasonable
accommodations. As explained in the
ADA Title III Technical Assistance Manual,
reasonable accommodations or reasonable
modifications must be made unless to do
so “would fundamentally alter the nature
of the goods, services, facilities, privileges,
advantages, or accommodations it provides”
or, according to the Department of Justice,
such modifications would result in the
“undue burden [of ] significant difficulty or
expense.” While there is no hard and fast
