In finding ways to expand programming efforts on
college and university campuses, collaboration rather than
competition is the key to best utilizing scarce or limited
resources. As Ernest Boyer emphasizes in Campus Life:
In Search of Community, collaboration strengthens the
bonds of a campus community: "Ideally, a commitment
to learning - a shared sense of intellectual excitement
- pervades the entire campus. Lectures, informal
debates, singing groups, orchestras and bands, theater
productions, dance concerts, the student radio and
newspaper, literary journals, film societies, debate clubs
- all richly promote a community of learning through an
'out-of-class curriculum' where the intellectual, aesthetic,
and social dimensions of campus life thrive. In such a
climate the purposefulness of the college or university
is apparent everywhere." Boyer's call to work together in
support of the student experience - both interdivisionally
and intradivisionally and in both curricular and
cocurricular programs - has been echoed by many
others. Yet higher education institutions still struggle to
accomplish this goal. As in "The Prisoners' Dilemma,"
this may be because organizations employ decisionmaking processes characterized by rational self-interest,
which can lead to negative outcomes. Proving the worth
of your own department or program is a form of self-
preservation, while true collaboration requires an absence
of ego and a divorce from the need for acclaim.

In 2007, TCU began evaluating the impact and effectiveness
of RHA and the hall councils. At that time, they operated
according to a very traditional model that consisted of a
programming board, a legislative council, and an executive
board made up of a president, vice president, treasurer,
and secretary. The hall councils had a similar structure and
showed mixed success in increasing student participation and
planning programs. Part of the problem was that students
did not stay committed for the long haul. There was a lot of
energy at first, but as the semester went on, they would stop
showing up for meetings or events. In addition, there was little
movement in legislative activity throughout the system.

In 2009, in the process of coming up with some new
ideas, the
RUN DATES model for the executive board of the hall councils
was changed. No elections were held, and the students
