And Steve makes a great point
- that a bad economy can actually
be a great time to take advantage of
lower construction prices. We are
also finding that now is a great time
to build because you can get more
for your investment. However, there
are institutions out there that simply
do not have capital funds available.
For these institutions, staying on top
of maintenance issues is even more
important. This is because they can't
count on a major renovation or capital
project to replace systems and finishes
all at once. When major capital projects
are postponed, existing buildings and
systems are under even more pressure
to perform.
Sagaser: There is no doubt that
deferred maintenance is an issue that
faces many institutions. Even new
facilities at the beginning of their
life cycle have issues that should be
addressed. Institutions and campus
housing programs cannot ignore
the value of dedicated preventative
maintenance programs. Keeping
individual units clean, documenting
inspections, and putting hands and
eyes on equipment is essential in the
long-term efficiency of major systems.
Too often programs concentrate on
providing a responsive, customer
service-based maintenance program
but do not balance the scheduling
or provide for the additional staffing
necessary to address our real concern,
which is facility stewardship.
Frances mentioned that outside
consultants can be used to provide an
objective perception of the condition of
the facilities. In some fashion, whether
internal or external, a comprehensive
facilities audit on each building is an
appropriate tool to have in the box. It
can provide a roadmap on how to
plan needed work or projects but
should not replace the judgment of
the on-site facility manager. Obviously,
comprehensive information from
facility audits can help prioritize
projects in five- or ten-year plans but
can also help with budgeting requests
or allocations of annual budget funds
and reserves. TS
