completed, a budget is created and
submitted for review. At the University
of Florida, the director of financial
services meets with the associate
vice president of student affairs, who
conjointly serves as the director of
student housing, in order to audit
the budget. "Once a consensus is
made on the rental rates, our budget
is submitted to our On-Campus
Housing Committee," Schoneck says.
The budget is ultimately reviewed
and approved after it has passed
through this committee and has been
sent to the vice president of student
affairs. As Schoneck explains, "the
vice president meets with both the
associate vice president of student
affairs and the director of financial
services for his review and approval."

From there, the board of trustees must
approve a change in rental rates or the
implementation of a rental rate for a
new facility.
The process is a complex one
involving many different variables.
Bradley explains that at the University
of North Carolina the budget
includes not only an analysis of
the comparisons made with peer
institutions and the off-campus
market but also projections of other
factors that can influence cost, such
as "capital projects, utilities, salary
increases, new positions, increased
administrative fees and others" as
well as occupancy projections which
are compared to current market
conditions. As Bradley notes, all of
these factors determine "whether

the total revenue at the rate increase
would garner enough to cover our
anticipated costs." If the projections
and the overall budget warrant a
possible rate increase, then they have
to decide if they "are comfortable
making a rate increase and what
factors might suggest that we set our
price point higher or lower than that,"
says Gockley.
At the heart of all these decisions
are the students. As research has
shown, their academic success and
personal lives can be positively
impacted by the benefits of living on
campus, and this becomes part of the
institution's strategy to "market the
areas where we consider ourselves to
