institution. Hart says, "The directors
of those units were the small group.
Once it was approved, we brought
in the actual departments." He
attributes the success of the project at
IUPUI largely to the dedication of the
committee. Even if someone was ill or
on vacation, the committee continued
to meet weekly. "We all had to stay on
the same page and be truly dedicated
to the process to make sure that it
worked," Hart says.
One of the greatest challenges
in converting a hotel, especially an
older one, into a residence hall is
bringing the building up to code, in
terms of both construction and fire
safety. Common problems in older
buildings include asbestos, inefficient
mechanical systems, insufficient or
outdated fire alarm systems, and lack
of handicap accessibility. Asbestos
removal became an insurmountable
problem for the University of
Houston-Victoria in Texas. They
had purchased a 50-year old hotel
consisting of two buildings, one of
which ended up having to be torn
down because of the asbestos problem;
in this case, razing the building turned
out to be less expensive than the
renovations would have cost.
IUPUI was able to complete their
hotel conversion for $5 million, while
William & Mary spent $21 million
on their project. It was a worthwhile
investment for both institutions,
allowing them to have the space
they needed in a way that didn't
require the more expensive option of
constructing a new building. Laperle
emphasizes that "in the end it is a real
investment, but by adding more beds,
it is helping the university to achieve
the goal" of adding more residential
housing. Despite all the planning and
all the input from experts, however,
ultimately, "When you buy a property,
you never know what you will find in
the wall."
In some cases, the human element
presents a challenge. When IUPUI
began its project, they were faced with
the fact that the hotel was still fully
functioning at the time of purchase;
when management of the hotel passed
from the management company to the
university, then university planners
needed to be sensitive to the fact that
management company staff would
now be unemployed. Hart stresses
that they needed to consider this
"before we could move forward. Since
we would no longer be using [the
management company], what would it
take to help the current staff find new
jobs?"
