n the coming years, institutions
of higher education in the
U.S. will be poised to host the
largest numbers of veterans
since implementation of the
Servicemen's Readjustment Act
of 1944, informally known as the GI
Bill, which provided funds for World
War II veterans to use for such things
as education, housing, and medical
care. Today, the Post-9/11 Veterans
Educational Assistance Act of 2008,
colloquially called the Post-9/11 GI
Bill, covers veterans' tuition and fees
at in-state public institutions, provides
significant contributions to cover the
costs of attendance at private and out-ofstate institutions, and offers stipends for
food, housing, and books.
According to Elizabeth O'Herrin's
review of student veterans, 300,000
eligible veterans and their family
members utilized educational benefits
from the Post-9/11 GI Bill in the first
year after its implementation, and
85,000 members of the National Guard
and reserves took advantage of the
benefits offered by additional legislation
passed in 2010. More recently, on April
27, 2012, the White House issued an
executive order, Establishing Principles
of Excellence for Educational Institutions
Serving Service Members, Veterans,
Spouses, and Other Family Members,
in an effort to strengthen oversight,
enforcement, and accountability
within these benefit programs and to
continue providing veterans with "the
opportunity to pursue a high-quality
education and gain the skills and
training they need to fill the jobs of
tomorrow." As more and more veterans
benefit from the Post-9/11 GI Bill,
understanding the needs of this unique
population is of increasing importance
for housing leaders. From physical
spaces and amenities to training for
those who work with student veterans
to supportive programs and services,
today's housing officer has much to
consider when it comes to serving those
who have served their country.
The long road of
veterans
The original GI Bill is widely regarded
as one of the most important and
transformational pieces of legislation
in American history. In addition to
providing unparalleled access to higher
education for World War II veterans,
the bill also provided broad economic
support, such as low-cost mortgages and
low-cost loans to purchase a home or a
farm. It is credited with making higher
education more accessible to more
people, igniting a powerful economic
boom, and, according to O'Herrin,
"establishing the foundation of today's
middle class."
But implementation of the bill was
