According to the 2015 ResNet Report, "More than
half of universities and colleges dedicate 1Gb or
more to the ResNet, a figure that is more than
double that reported in the inaugural study in
2012." Before deciding to increase bandwidth for
residents, it's important to note that bandwidth
demand can be curbed by limiting access to peerto-peer sharing sites and services. These sites are
primarily used by those sharing digital property
such as programs, music, and movies. The strain
on the campus network can be significant, as
users are not only increasing bandwidth demand
into campus, but are also requiring more
bandwidth for files to be shared from campus
to other locations. This presents both a legal
concern and an IT concern, as such traffic limits
usage for other, more legitimate, purposes. By

The first step in building your budget is
identifying a point person to serve as the leader
for IT initiatives. More and more housing
operations are doing this. This individual
does not need to be a formally credentialed
IT professional; however, it's best to choose
someone who is comfortable with the
terminology, the trends, and the technology,
since they will need to interface with campus
partners and vendors. The next step is having
this individual lead the effort to identify the
priorities. Aaron Lucier, director of housing
operations at East Carolina University's
department of campus living in Greenville, North
Carolina, suggests that in order to prioritize
your goals, you need to dig in and ask questions
about what your IT needs are. For example, he

a monthly calendar. It's a good place to start.
Identify the expenses you know you are going
to have. You will have annual expenses. Break
it down to monthly expenses. Cell phones, land
lines, data connectivity are things you know
you pay every month and are your fixed costs."
Short-term costs include regular monthly costs
and annual costs. Medium-term costs will
generally include yearly project costs. Long-term
costs focus on the five-year plan. Additionally,
Browning notes, "You always want to build a
contingency budget. However, I don't build it
based on percentage of expenses. Some create
this as 5 percent of expenses, but it can balloon
if expenses increase. It's better to build a flat
cost budget. You need to identify the split
between variable and fixed IT expenses. That's
[fixed expenses] where most people stop." The
contingency budget will allow flexibility for
