variable costs related to services or
changing project costs.
What expenditures can be
anticipated within a year? Vendor
contracts, workstation support, software
purchases, and licensing fall into this
category. Equipment replacement may
also need consideration in a short-term
budget if a replacement schedule is not
developed and implemented over the
long term. What are the annual costs?
Contracts with third-party vendors
exist on many campuses to provide
Internet service, cable television,
IPTV, and workstations. Leases can
be broken down by month. To reduce
cost, Browning recommends looking
to the low-hanging fruit for solutions.
Free software is abundant, often easy
to use, and, with the right solution,
zero-cost options can increase efficiency.
"Programs are now so user friendly

and streamlined that you don't need
a computer science degree to manage
these projects in house. It's easier
to hire someone for a few hours for
support as needed," he says.

before. Through these devices, students
have found a larger canvas for complex
games, CAD and 3D modeling software,
computer animation, or simply storing
photos and videos."

What must be considered when
building a five-year plan? The longterm costs can be the most challenging
to anticipate as technology is rapidly
changing. The 2015 ResNet Report
indicates that there has been a shift
in device usage that will likely lead to
increased bandwidth demand from
campus residents. "In previous years of
the study, tablets (iPad, Android) were
forecasted as the largest bandwidth
consumer in the years to come. In
2015, however, desktop and laptop
computers have taken over the top
spot, and are now gateways to many
disruptive applications, which may
require even more bandwidth than ever

When considering internal needs,
the easiest costs to anticipate are
workstations. Computer replacement
can follow a schedule depending on
the needs of each housing operation.
The schedule, in most cases, does not
need to be arbitrary. The common
perception that computers should be
replaced every three years might lead to
overspending. By assessing the needs of
the user, a more effective schedule can
be constructed. Unless the workstation
is needed for statistical analysis, CAD,
video editing, or graphic design, it's
likely that a computer can perform
well for five to seven years. Browning
says, "Computers now should last
