impact on the campus housing budget. NYU's
typical hall staff arrangement includes a residence
hall director (RHD) and a residence hall assistant
director (RHAD). In this case, the models were
based on a knowledge of what is expected of those
positions in terms of duty rotations, meetings, and
the typical amount of time spent on emergencies
and urgent situations. For NYU, having two
live-in professional positions meant there were
extra variables to play with. For example, what if
both positions were made non-exempt? Or what
if the RHDs were exempt but the RHADs were
non-exempt? "We modeled the costs of these
scenarios," Baier says. "We projected out what
some of the overtime and after-hours expectations
would be." Using the models, decision makers at
NYU could see the financial impact of pulling staff
who would incur overtime from duty rotations and
could then determine the effect of this change on
their services and overall culture.
An important consideration for institutions
deciding to raise live-in staff to the new threshold is
the issue of salary compression, which occurs when
the compensation for lower-level positions is close
to or the same as the salary for a position with a
higher experience level and often more complex job
responsibilities. In discussing the decision to bump
live-in staff up to the base, Adams explained that at

MSU they have established a practice to maintain
at least a $10,000 difference in compensation
between live-in staff and mid-level managers. While
they are still evaluating the issue of compression,
Adams said that this was not likely to affect them,
given the difference in pay that already exists.
Compression is an issue for all campuses, even
those, such as his, that have a buffer between the
new exempt salary and mid-level professionals'
salaries. "If our compression level were closer,
I'd be extremely concerned about it," Adams
said. However, as some institutions manage
compression with raises for mid-level staff, other
institutions will be at a competitive disadvantage
as their salaries remain relatively low. "I think this
will be a ripple effect through the entirety of the
profession. Everybody should be concerned about
it. Individual institutions are going to have to figure
out what they want their compression to be, but
the bigger problem is we may now have shifted
everyone's salary," Adams explained.
With purse strings tight on most campuses,
there has been much conversation about alternative
options for institutions looking to compensate
employees for work beyond a 40-hour week.
One of the most common suggestions has been
compensation in the form of nondiscretionary
bonuses and incentive payments. According to
