depreciates and needs to be replaced,
one would also need to include a
proposed replacement program as part
of the initial request. For example,
noting that the average life of the
machines is three years, $25,000
per year would need to be set aside
to replace five machines a year. This
means that the first-year request would
be for $100,000 and then $25,000
each year after in order to replace
machines as needed.
White also emphasizes the
importance of demonstrating a need
versus a want. "Requests for NEEDS
are much more difficult to deny than
requests for WANTS, so anyone
making a request should strive to
make a case for why the expense
is necessary." Repainting an office
because one dislikes the color is a
want, and the request would most
likely be denied; but if, instead,
"the room has not been painted for
10 years and has water stains from
leaks that have subsequently been
repaired," says White, that is a need,
and "the response may shift to 'yes.'"
Sometimes, however, requests simply
aren't possible within a particular
budget climate. When everyone is
asking for money out of the same pool,
proposals need to be prioritized. When
requests are denied or budgets are
reduced, administrators should clarify
the situation for staff. "Transparency
with the budget process is vital,"
remarks McFarland. "If there is going
to be a shortfall or less than expected,
it's important to be honest with staff
so they have plenty of time to adjust
and to collaborate and be creative as a
team."
While the flexibility of a revenueallocated budget seems like a dream
to administrators at small institutions,
they don't always have to worry about
a marketing plan for housing or
paying or negotiating contracts for
maintenance. Budgeting at a small
campus provides an opportunity to
hone your skills in both assessment
and creative thinking.
