perspective, it was not ideal. We don't
have a second-year housing requirement but hope that many will choose
to remain on campus their sophomore
year. As a result, we decided to review
our policies and procedures to ensure
that would not happen again. We made
a commitment to our second-year students and the university that they will
not be placed on a waiting list. If we
have a wait list, it will be for our third/
fourth/fifth-year students.

Ryan Heins: At Georgia Southern we
made a move for the fall 2014 semester to push our returning student
process sign-up, selection, and contracting to start in November of that
year. We are an RMS/Mercury institution and started utilizing their new
self-selection component for that term.
Historically we would not have opened
our returner process until the spring
semester; however, due to a significant
build-up in the off-campus market, we
were working to try to retain as many
students as possible.
TS: What timeframe does your institution utilize?
LeAnn Jochum: In 2015 we launched
an accelerated timeline from our traditional schedule - January for returners
and February for new students - to a
November 15th open date for all the
housing applications. For this year's
campaign, we further ramped up the
time that returners could finish the entire process to include confirmation of
roommates and self-selection of a room
as soon as it opened in November. We
felt that some returning students lost
interest in the on-campus option as
time elapsed and began exploring their
Plan B. Then some returners canceled
our housing application in favor of
their Plan B option, as they were able
to commit to all the details earlier.

Hughes: We conduct our new and
returning sign-ups for our language

houses and residential colleges in
November. We set the schedule for
these selective programs to be early
so that students have time to pursue
other options if they are not selected.
The process for regular upper-division
housing is in January and February.

Bradley: For the past two years, we
have run room reassignment in the
fall semester. We rely on the fall and
Thanksgiving break periods as key
marketing opportunities to talk directly
with parents when their student is
more likely to be home. Our application launches after fall break and closes
right after Thanksgiving break. Marketing materials are slated to arrive at
most homes over these break periods
so that parent-to-student conversations
can occur. Our live room selection then
occurs at the end of November to early
December, well before final exams.

Heins: We now open our application
window on November 1 of the preceding fall semester; however, it is an
application window only, without room
self-selection. This date corresponds
with the opening of our first-year application, so many of our first-year students living on campus respond well to
using a similar date for the returning
process. It is also one less date for my
staff to have to recall in the middle
of phone conversations. Our process
remains open until spaces have been
allocated and we move to waitlist.
TS: Have you been able to fill the
desired number of beds through this
process?
Jochum: Our returner retention goal is
set at 43 percent, which we have met in
the past two housing campaign cycles
with this new timeline. New student
enrollment is directly connected to
admissions, as we have a first-year residency requirement, so our focus is on
the second-year and beyond students
that choose to live on campus.

Bradley: We have activated many strategic initiatives to address our declining occupancy (92 percent three years
ago), so it is difficult to credit only one
strategy to our occupancy increase
(now 98 percent). We certainly believe
that moving our reassignment process
to the fall has made us more competitive in the Chapel Hill market.

Heins: For the most part yes; however,
it is a long process as we only typically
contract in for about half of our available upper-division beds during the
first portion. The remaining contract
out throughout the spring semester.

King: The target for the number of
beds filled through the re-contracting
process was 46 percent, and we are
now averaging 51 percent. Prior to
moving to a fall re-contracting process,
we were averaging in the high 30s. Our
housing occupancy has increased from
87 percent in fall 2014 to 100 percent
in fall 2017.
Skinner: We have seen an increase in
our renewal numbers since moving to
November; with that being said, we also
do see a larger melt with cancellations.
TS: What were your hesitations for
changing to a fall sign-up model for the
following academic year?
Jochum: We had few hesitations about
an accelerated fall timeline for the
campaign; however, we did consider
that current students may feel it was
too early. Being in our third year of the
model, this has not been the case, and
our early signed numbers continue to
be strong.

Hughes: Our re-sign for upper-division students has been in the fall for
a pretty long time. That is mostly due
to the timeline of the landlords and
property managers.

Bradley: We were concerned that
