Designing a residence hall is always a collaborative process and perhaps even
more so when it comes to issues of security. Architects as well as representatives of the campus housing and security offices must all come together
to share their knowledge and voice their priorities. The process of balancing
these sometimes competing interests recently played out during the planning
and construction of a new residence hall at Jackson College in Michigan. In
the wake of an unacceptable number of thefts and fights, security and safety
were paramount for this project. Much of the conversation centered on the
need to eliminate blind spots where violence or crime could go undetected.
Shelli Ulmer, a senior architect at Hollis+Miller Architects, remembers
how, initially, facility staff specified the need for additional security cameras.
While the original plans called for surveillance monitors to be concealed
behind a reception desk or in an office, campus security instead wanted the
monitors on a prominent wall in the main entry, in full view of all residents,
guests, and staff. Ulmer, as well as some of the housing staff, were wary of
this approach, saying it "elicited a more penitentiary-like feeling." For the first
year her concerns seemed founded. When an incident would break out, she
said, other students would gather around the monitors to gawk.
The following year, when reviewing plans, campus security held to their
decision, and the monitors remained on the wall. Despite the lack of enthusiasm from the campus's student affairs and housing office, they could not
deny that there had been a change in the general behavior of residents. Some
credit is due to specialized programming initiated by the housing department,
but results showed that students were more likely to report potential issues
to security; they also said they felt more at ease, while parents pointed to the
monitors as reassurance that the campus has made student safety a priority.
