MULTIPLE STAGE
CEMENTING COLLAR

This tool is used to effectively cement upper
sections of the casing string after displacing
cement around the lower section. The tool provides a means of opening and closing port
holes for cement displacement and positive
containment of the cement after displacement.
All internal parts are easily drilled, and are
firmly held from rotating during drilling. The
port closing sleeve is positively locked in
position after cementing.
When running the collar, it is advisable to place
a casing centralizer above and below and to
run a cementing basket below the cementing
ports. After running the collar to setting depth,
the lower section is cemented in the conventional
manner except the cement is displaced with
the flexible cementing plug furnished with the
collar. This is bumped against the shut-off
baffle which is also furnished. A slight pressure
build-up of 300-400 psi will assure plug is
seated in baffle. The port holes in the multiple
stage cementing collar are opened for doing
the second stage by dropping the trip bomb
and applying approximately 800-1000 psi pressure. The second stage is displaced with the
closing plug which is also furnished with the
tool. When the closing plug bumps approximately
800-1000 psi pressure will close the port holes.

or exemptions that can help fill the hole.

at-risk provision that allows oil and gas
wells to request a refund on taxes paid
while supporting measures to do away
with wind credits. Our position will
remain that the wind industry provisions
should go prior to asking oil and gas to
carry more of the state's burden."
McDougall reports many of OIPA's
bills are still alive, but dormant. "It appears
that most of the deals will be made in the
budget process at session's end. The legislative session is pointed toward the
budget. We seem to be working through
it," he describes.
Along with the association's work to
promote an equitable tax and regulatory
environment for energy development,
Roller said in early April that most bills
for which OIPA was advocating continued
to progress fairly well, with agenda items
that included:
* HB 2325, which exempts shorthaul intrastate truck drivers from federal
hours-of-service regulations that require
a 30-minute break from behind the wheel
after eight hours of service;
* HB 2847, which creates a specialized oil and gas license plate; and
* HB 2996, which lowers from 120
percent to 110 percent the stop/loss retention minimum for self-insured companies.
McDougall mentions other topics, including bills dealing with induced seismicity and municipalities seeking to regulate oil and gas inside city limits. He
says OIPA wants such oversight to remain
at the OCC.
According to OIPA, SB 468 is a follow-up to SB 809, which passed the 2015
Oklahoma Legislature. SB 809 affirmed
OCC's role as the primary regulator of
oil and gas activity, and barred localities
from enacting drilling bans. SB 468 seeks
to define any action by local government
that prevents oil and gas exploration and
production as a taking, and requires compensation to owners and leaseholders for
any lost production.
SB 1498, meanwhile, prohibits insurers
from denying earthquake insurance policies for earthquake damage for seismic
events attributed to human activity. ❒
