Our cementing plugs are engineered
for reliability. Five wiping surfaces
provide a firm wiping action all the way to bottom. The top plug has a
solid non-metalic core. It is completely encased in rubber to prevent
pumpout and insure separation of slurry and drilling fluid at the bottom
of the casing. The core of the bottom plug is an aluminum alloy
cylinder with a diaphragm designed to allow the plug to be pumped
ahead of the cement slurry and rupture at touchdown on the float
equipment. Plugs are available in sizes: 2 3⁄8" through 13 3⁄8".

The plugs were originally designed for the large diameter casing used on
our Gulf Coast and have been in use for over 20 years. The assembly
consists of three heavy rubber cups separated by two aluminum alloy
bodies, three aluminum alloy discs. The plugs are assembled with
aluminum alloy bolts. The design provides six wiping surfaces. The
strength of these plugs permits use of conventional cementing methods
in deep holes. The bottom plugs have a diaphragm designed to allow the
plug to be pumped ahead of the cement slurry and rupture at touchdown
on the float equipment.

Top and bottom plugs are available in sizes: 16", 18 5⁄8", and 20"

only meets the requirements of the rule,
but also can include valuable lessons
learned and site-specific considerations
that can help ensure that personnel performing the surveys have the most useful
information available prior to conducting
surveys.
Adapting And Training
Operators with existing LDAR programs must perform gap analyses of
those programs. While upstream operators
may be operating in states with state-level LDAR programs, or may be performing LDAR surveys voluntarily for other
reasons, it is important to review any existing programs to see what changes are
needed to ensure they meet the prescriptive record keeping (and ultimately, reporting) requirements found in NSPS
OOOOa. While the survey frequency
may be consistent with or even exceed
OOOOa requirements, chances are the
record keeping requirements will differ.
It is important to train personnel on the
procedures for LDAR monitoring. A
thoughtful and thorough LDAR monitoring plan can facilitate training internal personnel (and third-party contractors) to perform the required LDAR monitoring.
Ensuring that personnel are trained adequately on the processes and procedures
can help reduce the need for unnecessary
repairs and reporting deviations.
Operators embarking on LDAR compliance programs for the first time should
get started now. Start evaluating the facilities that may be subject to these requirements, and align resources to start the
planning process-including timing on
surveys. Developing a LDAR compliance
program that makes sense will require input from both those who know the regulation as well as those with intimate field
knowledge of each site. Coordinating
these two resources can be challenging;
it's never too early to start this planning
process.
Completions And Pumps
NSPS OOOO required operators to
control flowback emissions by using reduced emission completions and/or flowback combustion for many hydraulically
fractured natural gas wells. NSPS OOOOa
expands these requirements to hydraulically fractured oil wells. Additionally,
NSPS OOOOa stipulates that an operator
must keep a separator on site during the
entire flowback period for wells that can
reasonably be expected to produce liquids.
As with Quad O, there are record
keeping requirements for the duration of the
flowback that require operators to note the
date and time of the onset of flowback to
a separator, duration of flowback, duration
