* The advanced biofuel standard-
composed of biomass-based diesel,
cellulosic biofuel, and other biofuels that
achieve at least 50 percent life-cycle
GHG emission reductions-increases 19
percent over 2016.

2017, a 6 percent increase.
API cites data from the
Congressional Budget Office that
indicate consumers may pay as much as
$0.26 a gallon more for motor fuel if
EPA attempts to force gasoline ethanol
volumes to exceed 10 percent.
According to API, comments it filed
with EPA urged the agency to set the
final ethanol mandate to no more than
9.7 percent of gasoline demand.
EPA says the steadily increasing
volumes in the final rule are an effort to
support Congress' intent to grow
renewable fuel volumes.

Fuel Standards Are
Feasible, EPA Says
WASHINGTON-Extensive technical
analysis shows automakers are
positioned to meet greenhouse gas
emission standards for model years
2022-25, asserts U.S. Environmental
Protection Agency Administrator Gina
McCarthy. According to McCarthy, the
program, which was established in
2012, should remain in place because it
is on track to nearly double fuel
economy, dramatically cut greenhouse
gas emissions, maintain regulatory
certainty for the automotive industry,
and save American drivers billions of
dollars at the pump.
"Given the auto industry's
importance to American jobs and
communities, and the industry's need
for certainty well into the future, EPA
has reanalyzed these clean car standards
and sought further input," McCarthy
relates. "It's clear from the extensive
technical record that this program will

remain affordable and effective. This
proposed decision reconfirms our
confidence in the auto industry's
capacity to drive innovation and
strengthen the American economy while
saving drivers money at the pump and
safeguarding our health, climate and
environment."
As part of the rule making
establishing the model year 2017-25
light-duty vehicle GHG standards, EPA
notes, it committed to conduct a
midterm evaluation of standards for
model years 2022-25. The 30-day
public comment period was to end on
Dec. 30. After EPA has considered the
input, it says McCarthy will decide
whether she has enough information to
make a final determination.
EPA indicates the proposed
determination is based on its analysis,
which shows manufacturers can meet
the standards at costs that are similar to
or even a lower than what was
anticipated in the 2012 rule making. It
adds that full implementation of the
standards will cut about 6 billion metric
tons of GHG emissions over the
