The Louisiana Department of Natural Resources, under the
direction of Secretary Thomas Harris, performs the proprietary
and regulatory functions over the state oil and gas industry through
the department's four major offices: Coastal Management, Mineral Resources, Conservation, and Office of the Secretary.
Office of Coastal Management
This office is responsible for maintaining and protecting the
state's coastal wetlands. Its main function is regulating use of
Louisiana's coastal zones, especially those that have a direct and
significant impact on coastal waters. Keith Lovell is the assistant
secretary of the Office of Coastal Management. Coastal Management's Permits and Mitigation Division is headed by Administrator Karl Morgan. Coastal Management's interagency affairs and field services administrator is Donald Haydel.
Office of Mineral Resources
The Office of Mineral Resources manages the state's mineral assets and advises the Louisiana Mineral and Energy Board
on granting and administering leases on state-owned lands and
water bottoms for developing and producing minerals-primarily oil and gas.
David Boulet is the assistant secretary in charge of the Office of Mineral Resources. The office is composed of three divisions: Executive, Geology Lands, and Mineral Income.
Office of Conservation
This office is responsible for regulating all oil and gas activities. Under the direction of Assistant Secretary and Commissioner of Conservation Richard Ieyoub, it administers state
and federal regulations through seven divisions: Engineering/Administrative, Engineering/Regulatory, Pipeline, Geological Oil and Gas, Injection and Mining, Environmental, and Executive. Field agents are known as conservation enforcement specialists. There are three conservation District offices located in
Lafayette, Monroe and Shreveport, La.

relating to oil and gas production and mineral-resource activity.

The Department of Environmental Quality regulates of oil
and gas activities in Michigan under the supervision of C. Heidi Grether, director and supervisor of wells. Harold R. Fitch is
assistant supervisor of wells within the Oil, Gas and Minerals Division, phone 517-284-6823.
The OGMD regulates the exploration and development of
Michigan's oil, gas and mineral resources. The oil and gas field
activities of the state are divided into five districts and one field
office.
