PBPA, UT Observatory
Recommend Practices
For Nighttime Activity

MIDLAND-The Permian Basin
Petroleum Association, in collaboration
with the University of Texas McDonald
Observatory in Fort Davis, Tx., has
released recommended lighting
practices for oil and gas operations in
the seven counties surrounding the
observatory. PBPA indicates the
recommendations are the result of
research and analysis of its members'
lighting practices, study into alternative
practices more in line with the
observatory's needs, and conversations
with stakeholders who support the
observatory's endeavors.

PBPA expresses strong support for the
McDonald Observatory and the research
it pursues. Knowing that dark skies are
vital to that research, the association says
it has collaborated with the observatory to
arrive at the recommended practices,
which are designed to preserve the
environment the observatory needs to
accomplish its research.
"We are most grateful to the PBPA
and its membership for working
constructively with the observatory to
help protect its dark skies for ongoing
astronomical research," says McDonald
Observatory Director Taft Armandroff.
"These recommended practices
represent a major step toward that end
as well as good lighting for the oil
field."
The recommendations were prepared
and agreed to by the Dark Skies
Advisory Group, which is composed of
PBPA members, representatives from
the observatory and the public. The
group has been meeting for several
years to discuss the observatory's needs
and concerns, and to develop industry

plans to help keep the West Texas skies
dark (AOGR, Oct. 2016, pg. 103). With
the recommendations in hand, PBPA
says, the Dark Skies Advisory Group
plans to continue its efforts with a new
focus on education about the practices
themselves.
The recommended lighting practices
deal with all project phases, from siting
and design to construction and
operations. They urge producers in the
Texas counties of Brewster, Culberson,
Hudspeth, Jeff Davis, Pecos, Presidio
and Reeves to:
* Prepare a lighting plan;
* Use audiovisual warning system
technology for hazard lighting on
structures taller than 200 feet if they can
obtain permits from the Federal
Aviation Administration;
* Use full cutoff luminaires;
* Direct lights to eliminate light
spill and trespass;
* Use amber instead of bluish-white
lighting;
* Minimize lighting usage during
construction and operations;
