The Western States Petroleum Association has named Argelia León manager of strategic partnerships. She will
grow and maintain the organization's
affiliations in the five states it serves:
California, Oregon, Washington, Arizona
and Nevada.
Before joining WSPA, León served
as vice president at Mercury Public Affairs, working with the government affairs unit, managing public affairs campaigns and coalition building efforts
throughout California, and helping to
establish the firm's Mexico City office.
She also spent time in Puerto Rico,
where she managed the political campaign for a gubernatorial candidate in
its most recent elections.

Whiting Petroleum Corp. has named
Bradley J. Holly president and chief executive officer, as well as a member of
the company's board of directors.
Holly comes to Whiting from Anadarko
Petroleum Corp., where his most recent
roles included executive vice president
of U.S. onshore exploration and production, senior vice president of U.S. onshore
exploration and production, and senior
vice president of operations for Anadarko's
Rocky Mountain region. He has 23 years
of industry experience, having begun his
career in 1994 with Amoco.

Wellsite Fishing and Rental Services
LLC, a provider of drilling and completion rental equipment, has appointed
Ryan Henderson as its vice president
of sales and marketing.
Henderson served for more than 20
years in the U.S. Army. He also has 18
years of experience in engineering and
sales positions related to drilling, completions and production, including his
previous role as Peak Completion Technologies' technical sales director.

Arsenal Resources, a pure-play natural gas operator in the Marcellus Basin,
has promoted Jon Farmer to president
and chief executive officer.

Well Centric, a well integrity and production technology specialist, has hired
Gary Smart to be its chief executive officer.
Smart brings 30 years of oil and gas
industry experience, including several
management positions, and a track record
in technology development, commercialization and global market expansion. He
had an 11-year career with Weatherford
before joining Tendeka in 2009, where
he spent six years as CEO.

Midstates Petroleum Company Inc.
has appointed David J. Sambrooks as
president and chief executive officer, as
well as a member of its board of directors.
Sambrooks has 37 years of experience
in the energy industry. From 2007 to
2016, he served as president and CEO of
Sabine Oil & Gas LLC (formerly known

as NFR Energy LLC). Before that, Sambrooks served as vice president and
general manager of the southern division
at Devon Energy Corp., as well as vice
president and general manager of Devon's international division.

Milestone Environmental Services,
an oil and gas waste management company, has made two promotions.
Jason Larchar now serves as vice
president of engineering. He will be responsible for designing, constructing
and continuously improving Milestone's
facilities. Larchar began his career with
Milestone in 2015 as an engineering
manager, and became director of engineering in 2016. Before joining the
company, he managed construction of
pipelines, oil field water disposal facilities, water treatment plants and highway
projects.
Jesse Post has been promoted to
vice president of sales. He is responsible
for driving Milestone's top-line growth
and achieving revenue targets. Post
joined Milestone in 2015. Before that,
he held sales positions at Baker Hughes,
Smith International, Total Separation
Solutions and Tervita.

Beyond Limits, an artificial intelligence and cognitive computing company, has appointed Shahram Farhadi
head of oil and gas technologies.
Farhadi has deep knowledge of the
oil and gas industry. Previously, he
worked with Occidental Petroleum
Corp. on high-profile projects, including unconventional exploration and
chemical flooding. Farhadi also has developed many software solutions, such
as Digital Rock Physics Platform and
Fast Fracture Analysis.
