OOGA Pushes Three Bills
To Fan Industry's Flame

COLUMBUS, OH.-A year ago, Ohio
Oil & Gas Association President Jim
Aslanides recalls, he saw a glimmer of
renewed activity in a state hard hit by the
industry downturn. As OOGA prepares
for its 2018 winter meeting, March 7-9
at the Easton Hilton in Columbus, he
says that glimmer is brightening.
To help fan the flame, OOGA is pushing
a trio of bills in the Ohio Legislature that
would clarify an historical sales tax exemption, strengthen and protect the state's
idle and orphan well plugging program,
and resolve an impediment to drilling in
the state's coal-bearing areas. Association
leaders say OOGA also is looking forward
to working with the Ohio Department of
Natural Resources as it begins a mandatory
review of its oil and gas regulations.
"Last year was a glimmer," reiterates
Aslanides, president of MFC Drilling
Inc. in Coshocton, Oh. "We are seeing
more than just a glimmer this year in revived conventional development in the
state as well as continued unconventional
development. I think the mindset is positive, which is very reassuring."
Aslanides credits the harsh weather
that gripped much of the United States
in December and January with providing
some relief from downward commodity
price pressure, along with an improving
supply/demand balance. And the anticipated completion of a couple major interstate natural gas transmission systems
should bring additional relief.
"There is a bottleneck for natural gas
in Ohio," Aslanides muses. "Hopefully,
as the pipelines are completed and gas
begins to move, that also will pay a very
positive dividend."
He points to the Rover Pipeline, which
Energy Transfer Partners says it is constructing to transport 3.25 billion cubic
feet of gas a day from West Virginia,
western Pennsylvania and eastern Ohio
to the Midwest Hub near Defiance, Oh.,
and on up into Michigan where an interconnect with the Vector Pipeline provides
access to Ontario's Dawn Hub; as well
as to Enbridge Inc.'s NEXUS Gas Trans-

mission System, which the company says
will be able to deliver 1.5 Bcf/d from receipt points in eastern Ohio beginning at

Kensington across the state to Detroit
and on to the Dawn Hub as well.
