The American Directory
Of State Regulatory Agencies
In a continuing effort to assist independent producers of domestic crude oil and natural gas, The American Oil & Gas
Reporter presents the 35th edition of The American Directory
of State Regulatory Agencies.
The directory recognizes the large role state regulatory
agencies play in the search for hydrocarbons, and the importance
in terms of time and dollars for independent oil and gas
operators to be able to quickly locate the correct person and
agency when searching for answers to important regulatory
questions. It is AOGR's hope that this directory will provide independents with the names and telephone numbers that will
enable them to contact appropriate regulatory officials who can
answer their questions with a single phone call.
The 2018 directory is designed to provide independent operators with the names and telephone numbers of the officials
in major producing states who can provide answers and direct
operating company personnel to the knowledge they seek in
basic regulatory categories.
The American Directory of State Regulatory Agencies lists
regulatory officials who can answer questions regarding matters
such as legal counsel, technical or hearing examinations, rule
making/interpretation, mapping and graphics, pertaining to the
Natural Gas Policy Act, field operations and enforcement, production
allocation, underground injection control, central record keeping,

The Alabama State Oil and Gas Board, under the direction
of State Geologist and Oil and Gas Supervisor Berry H. "Nick"
Tew Jr., has three divisions dealing with oil and gas regulation.
The divisions are Technical Operations and Groundwater Protection, Compliance and Hearings, and Information Technology
and Records Management.
The board's main office, which includes the North Alabama
regional office, is located in Tuscaloosa, and the South Alabama
regional office is located in Mobile.
Assistant Attorney General S. Marvin Rogers serves as
general counsel for the State Oil and Gas Board. Kirk McQuillan
is deputy director, and Irene Burgess is executive secretary to
the state geologist and oil and gas supervisor.
The board is divided into two administrative regions for enforcing rules and regulations.

audit information, and permit services. However, categories vary
among states to better reflect the makeup of each agency.
For each state included, the regulators directory provides
the name of the primary oil and natural gas regulatory agency,
its address, main telephone and fax numbers, and website. This
information is followed by a brief explanation of how the
agency is organized and its method of enforcing regulations.
Below that are listings of agency officials and their telephone
numbers in the various categories of regulatory services. In
cases where more than one individual or agency is involved in a
regulatory function, the listing will give first the name and
phone number of the primary contact, followed by others capable
of answering questions regarding the function. In cases of shared
or overlapping responsibility, a brief explanation is included.
For ease of usage, full names and phone numbers are provided
for each listing, even though some of the persons and telephone
numbers appear several times within a state's listing. Titles,
however, are given only on first references. All names and regulatory
functions are reported as supplied by the agencies themselves.
Persons with suggestions for modifications that would
improve future editions of The American Directory of State

Alaska's Department of Natural Resources, Division of Oil
and Gas, under Director Chantal Walsh, is responsible for implementing programs to encourage exploration and development
on state and private lands. The division monitors and audits
lease and unit agreement operations, including accounting for
oil and natural gas rental and royalty payments, and promotes
opportunities to sell royalty oil and natural gas.
