REGULATORS DIRECTORY
Primary responsibility for regulating oil and gas activities
within New York resides with the Division of Mineral Resources
(DMN) of the New York State Department of Environmental
Conservation under the leadership of Director Catherine Dickert,
phone 518-402-8076.
Handling most oil and gas matters within the Division of
Mineral Resources are the Bureau of Oil & Gas Permitting &
Management under Director Tom Noll, phone 518-402-8056;
and the Bureau of Resource Development & Reclamation under
Director Matt Podniesinski, phone 518-402-8056.
The state is divided into nine regions for administering DEC
programs. Oil and gas well permitting and most field enforcement
for DEC Regions 1-5 are conducted from the DMN central
office in Albany, and are supervised by Section Chief Carrie
Friello, phone 518-402-8056. Linda Collart, mineral resources
program manager, supervises permitting and enforcement for
DEC Regions 6-8 from the Region 8 office in Avon, phone
585-226-5376. Mineral Resources Program Manager Chris
Miller supervises permitting and enforcement for Region 9

The New York State Public Service Commission is responsible
for safety and siting of all natural gas pipelines with pressures

The Oil & Gas Division is a branch of the North Dakota Industrial Commission, which is composed of the governor,
attorney general and commissioner of agriculture. The Oil &
Gas Division is headed by Director Lynn D. Helms, assisted by
Assistant Director Bruce Hicks.
Although North Dakota is treated as a single geographic
region for administering oil and gas regulations, the Oil & Gas
Division maintains three field offices, each headed by a district

The Ohio Department of Natural Resources, Division of Oil
and Gas Resources Management, is the sole regulatory authority
in Ohio for permitting, drilling, producing and oil field waste
disposal operations. The division, under the direction of Chief
Richard J. Simmers, is divided into three regions.
Reporting to Chief Simmers is Assistant Chief Scott Kell
