work representing the Alliance on state
and federal regulatory issues, made the
geologist and Michigan State University
alumnus an attractive candidate to follow
in Mills' footsteps, says Alliance Chairman
Robert Osborne, whose two-year term ends
with the 2018 Alliance Expo and Annual
Meeting on April 24-25 in Wichita Falls.
"John has a very good handle on what
is happening on the state and federal end
of regulations, along with our other government affairs people," says Osborne,
co-owner of Cobra Oil & Gas Corporation
in Wichita Falls. "We want to continue
to place an emphasis on providing members with what they need from a regulatory
standpoint."
Incoming Chairman
Vice Chairman Jim Beck steps into
the role of chairman in April. Beck was
president of Seneca Resources Corporation
from 1996 to 2006, and previously worked
for 11 years at Schlumberger, where he
helped develop the company's fracture
identification log, according to his Alliance
biography. He formed Houston-based
Tiger Eye Resources LLC in 2006, and
also served as chairman of the Foundation
for Energy Education from 2006 to 2011.
"Jim really has his finger on the pulse
of oil and gas," Osborne says.
Born in California and raised in New
York, Beck has a degree in geology from
Iowa State University, and despite his
work globally, Houston-where he and his
wife, Denise, now live-is essentially home
after several career stops there, he says.
"The Alliance is a statewide group,
and we have meetings regularly throughout
the state," Beck points out. "Bob attended
many of them, and I plan to do the same
and continue to put an emphasis on
serving our members statewide and growing our membership."
As chairman, Beck says he plans to
continue to help Tintera and the government relations staff work to shift regulation
from the federal to the state level.
"That is going to be a very important
part of what we will be doing in the
next couple of years, transitioning federal
regulations to the RRC and other state
agencies as part of our work through
the Federal Regulatory Energy Delegation
committee and the work of John and
our government relations team," Beck
says. "Our government relations team
is the best in the state, and is one of the
things that attracted me to this position."

southwestern Oklahoma, Beck says he
met Mills and joined the Alliance. He
served on the Alliance Board of Directors
for three years before becoming chairman
of the Foundation for Energy Education.
"Alex has done a fantastic job," Beck
says. "I have worked with him for 14 years,
and he knows everybody in the industry
and really has helped build the Alliance to
what it is today. Alex has been guiding and
directing the Alliance from day one. I have
a lot of respect for him. John has been
working with the Alliance for many years,
and is the perfect guy to take over."
Staff Transition
Mills continues to work as a consultant
to the Alliance on membership matters
and helps market the association's insurance programs, Osborne says.
"Alex has dedicated a tremendous
amount of time and effort on behalf of
the Alliance, and continues to do so," he
says. "He certainly has been a tremendous

benefit to our organization."
With Mills approaching retirement,
the Alliance Board began planning for
succession as part of the mission of the
association's 2020 Committee formed in
2015, Mills says.
Osborne appointed a committee last
summer to iron out the details of the
transition, and the board voted Nov. 8 to
promote Tintera, then executive vice president, effective Jan. 1.
Mills served as WeCTOGA executive
director from 1981 to 1986, before moving
to Washington for eight years as a staff
member at the Independent Petroleum
Association of America. He and his wife,
Colleen, returned to Texas in 1994 when
he took the executive director position at
NTOGA.
A native of Hubbard, Tx., Mills oversaw
the opening of Alliance offices in Houston
and Austin, and worked with staff to continue to grow membership through several
slumps, he says. He credits the late Pat
