regulatory climate is the stand-alone Department of Environmental Quality North
Dakota created in April 2017, after Governor
Doug Burgum signed SB 2327. The measure
authorized separating the Environmental
Health Section from the state Department
of Health, but did not create any environmental programs or eliminate existing ones.
"The new DEQ will bring a more
concentrated environmental aspect to
North Dakota," Hulsey predicts. "State

regulators are working on many of those
issues right now. Governor Burgum and
Lieutenant Governor Brent Sanford have
been great advocates for the industry. We
appreciate all they and their staffs have
done for our industry."
North Dakota has long provided a
great environment for the oil and gas industry, he praises, with ongoing conversations providing constant give-and-take
between the regulators and regulated.

"It does not work for any state, if you
don't have dialogue," he says, pointing
out Continental Resources has extensive
operations in both Oklahoma and North
Dakota. "Both of those states have very
good working relationships with industry,
and want to see industry growth. They
also want to see consistent regulation
with that. It is great to have regulators
you can talk to, because that is how the
work gets done," Hulsey describes. r

Technology Helps Open Bakken Shale
BISMARCK, N.D.-The North Dakota
Petroleum Council's annual convention,
to be held Sept. 24-26, is keeping its
focus on technology and how improvements in equipment and systems can help
develop the state's key resource: the

Bakken Shale.
"We are all about technology, certainly
in the shale oil world," NDPC President
Ron Ness says. "What we have seen in
technology is simply astounding, and
there is so much more to come. That is

one of the real bright spots: We are again
seeing that entrepreneurial spirit that we
saw come here from all over the world."
