The proposed rule elevates and ensures
the primacy of consumer choice over bureaucratic dictates, establishes and confirms true federalism by removing California's ability to dictate car choices to
consumers in other states, and minimizes
the costs to consumers imposed by the
current mandate, AEA describes.
"What started as a mandate in the
mid-1970s to reduce foreign imports of
oil morphed into a costly and unworkable
environmental regulation thanks to bureaucrats in the previous administration
and Sacramento (Ca.). President Trump
should be commended for standing up
for American consumers by reducing the
regulatory burden placed unnecessarily
on automakers," AEA says.
Meanwhile, California Attorney General
Xavier Becerra vowed on Twitter that his
state would resist the proposal, tweeting
"The #Trump Administration has launched
a brazen attack, no matter how it is
cloaked, on our nation's #CleanCarStandards. CA DOJ will use every legal tool
at its disposal to defend today's national
standards and reaffirm the facts and science
behind them #EPA #CleanerCars."
Tariffs
In response to the Trump administration
plans to impose tariffs on $200 billion of

Chinese goods, media reports say China
will impose its own tariffs on $60 billion
of U.S. exports, including a 25 percent
levy on liquefied natural gas cargoes.
Ed Longanecker, president of the Texas
Independent Producers & Royalty Owners
Association, points out the LNG tariff
threat follows China's decision to not include U.S. crude oil in the ongoing trade
dispute and its imposition of 25 percent
tariffs on U.S. propane, butane, naphtha,
jet fuel and coal imports. "The escalating
trade disputes between the United States
and China are putting the success of the
American oil and gas sector at risk, and
stand to deter investments of long-term
energy projects, amongst other negative
implications, if tensions continue," he says.
The United States is set to become
the world's largest LNG exporter by
2019, while its crude oil exports continue
to grow as well, reaching a record 2
million barrels a day in May, Longanecker
says, adding "However, recent retaliatory
rhetoric regarding potential tariffs on
LNG and crude oil exports to China could
further exacerbate negative implications
of the ongoing trade war for our country
and partners abroad."
China is the world's largest oil importer
and second-largest importer of LNG, he
notes. While the United States and China

continue to hold trade negotiations, Longanecker reports no oil tankers have left
the United States for China since August,
while China also has abridged its U.S.
LNG imports.
With LNG demand expected to increase
significantly during the next 12-18 months,
Longanecker warns the possibility of China
implementing tariffs on U.S. natural gas
exports is causing concern among companies building LNG export terminals.
He adds the Texas oil and gas industry
also continues to monitor the impacts of
the steel and aluminum tariffs the Trump
White House put into place in March.
Since then, Longanecker indicates prices
for oil country tubular goods have soared
by as much as 30 percent, while line
pipe expenditures are up 10-20 percent.
These tariffs have been described as a
tax against U.S.-based producers, adding
significant per-well costs and serving as
a punitive tax of tens of millions of
dollars on some critical infrastructure
projects, he says.
"While President Trump's commitment to fulfill all campaign promises is
admirable, tariffs and trade disputes conflict with his energy dominance agenda,
which could have a lasting impact on
the U.S. oil and gas industry," Longanecker cautions.
