effects caused by limitations on the export
of coal, oil, natural gas and other domestic
energy resources through the West Coast."
This report is to assess "whether, and to
what extent, state, local, tribal or territorial
actions have contributed to such effects."
Finally, the EO directs DOE to submit
a report "describing opportunities . . . to
promote economic growth of the Appalachian region, including growth of
petrochemical and other industries."

Industry Kudos
The executive orders were praised by a
variety of energy industry and business organizations, while being derided by environmental activists and state officials that
have opposed fossil fuel development.
Ron Ness, president of the North
Dakota Petroleum Council, says, "These
executive orders are a good first step toward removing some of the regulatory
hurdles we have been facing and allowing
significant infrastructure projects to move
forward on a more predictable timeline."
"(These) orders will strengthen the
Clean Water Act by requiring federal
agencies to review and make timely permitting decisions in compliance with the
law," adds American Petroleum Institute
President and Chief Executive Officer
Mike Sommers, who accuses bureaucratic
barriers of "crippling an otherwise robust

regulatory regime and preventing the construction of essential infrastructure while
unnecessarily contributing to an energy
disparity within America."
Others praising the EOs include the
Energy Equipment & Infrastructure Alliance,
American Energy Alliance, the American
Gas Association, Association of Oil Pipe
Lines and the Interstate Natural Gas Association of America, which states, "Ensuring
our abundant domestic supply of natural
gas can reach end-users safely is critical if
we are to fully realize the benefits of this
clean-burning, job-creating resource."
On the other hand, Brett Hartl, government affairs director at the Center for
Biological Diversity, calls the EOs a
rubber stamp for climate-killing projects
and says, "Fortunately the court system
is still intact and that is where this one
will be fought."
New York Governor Andrew Cuomo
is quoted saying, "States must have a
role in the process for siting energy infrastructure such as pipelines. Any efforts
to curb this right to protect our residents
will be fought tooth and nail."
And Washington Governor Jay Inslee
and Attorney General Bob Ferguson issued
a joint statement saying, "We intend to
challenge any attempt by the administration to illegally constrain Washington's
authority to protect our state's natural resources."

WASHINGTON-Liquids pipeline
incidents impacting people or the environment have decreased 20 percent during the past five years while pipeline
mileage and barrels delivered have increased more than 10 percent, according
to the 2019 Liquids Pipeline Performance
Report released by the American Petroleum Institute and the Association of
Oil Pipe Lines.
"The natural gas industry continues
to demonstrate that safety is our number
one priority," says API Pipeline Manager
David Murk. "The industry is meeting
increasing demand for gasoline, jet fuel
and petroleum products that power our
modern way of life, all while operating
safely and protecting employees, surrounding communities and the environment."
Adds AOPL President and Chief Executive Officer Andy Black, "Government data captured in this report shows
how liquids pipelines are getting safer
with fewer pipeline incidents impacting
people or the environment."

The Liquids Pipeline Performance
Report is prepared annually by API and
AOPL, utilizing data collected by the
U.S. Pipeline and Hazardous Materials
Safety Administration. Among the positive safety trends and key performance
indicators highlighted in this year's report, the two organizations say:
· Total liquids pipeline incidents
impacting people or the environment
decreased 20 percent of the past five
years.
· Pipeline incidents impacting people or the environment caused by incorrect operation are down 38 percent.
· Pipeline incidents caused by corrosion, cracking or weld failure decreased
35 percent.
· During the past five years, liquids
pipeline mileage has increased 12 percent, including a 30 percent increase in
crude oil pipelines that have helped deliver 44 percent more barrels.
