Federal Methane Rules
Turning to a federal issue of interest,
Cross said a map released Aug. 6 by GSI
Environmental showed it would measure
methane emissions from well sites in Appalachia, the Illinois Basin, Permian
Basin, Utah-Wyoming and a Midwest region area encompassing Kansas, the Texas
Panhandle and West Texas.
He recalled how associations in Kansas,
Illinois, Indiana and Michigan had pledged
$50,000 and well site access to ensure
GSI's study to inform EPA's rewrite of
its Subpart OOOOa methane emission
regulations included measurements from
marginal wells in their states.
Cross said he was advised in June by
Administrator Andrew Wheeler that EPA
hoped to publish a proposed rule "in onethree months," while the timeline for
GSI's study was about 15 weeks. "I don't
know if GSI's study will be done by the
time comments are due EPA, but if it
isn't, we will ask EPA to delay a final
rule until we have the data" on marginal
well emissions, Cross said.
Depending on what GSI's data shows,
he added, KIOGA either will urge EPA to
exclude marginal wells from methane regulations, or write specific rules for lowproducing wells that are different from
the requirements for high-producing wells.
Public Relations
On the subject of public relations,
Cross suggested that the oil and gas industry historically had done such a good
job of creating abundant, affordable and
always-reliable energy that the world now
took it for granted, and paradoxically,
often believed it no longer required it.
"In many instances," he posed, "The
public sees the oil and gas industry as an
entrenched monopoly of old energy holding onto the way things were."
And while it is necessary to counteract
the misinformation spread by anti-fossilfuel activists, he said in doing so it was
important not to be perceived by a climate-concerned public as disrespecting
its beliefs.
"We need to empathize with people's
concerns and show leadership in addressing those concerns," Cross exhorted, calling it "an absolute necessity to protect
and enhance the key elements of business
success-from recruiting and retaining talent to accessing capital, regulatory stability,

tax fairness and more."
The Next Step to Raising Energy
Awareness PR program KIOGA launched
in 2017 does that, he said, by highlighting
the ways oil and gas enhance people's
lives while emphasizing how the industry
and individual companies respond to
public needs and concerns.
The association's 2019 campaign, he
continued, "expands this to illustrate the
central role oil and gas play in sparking
invention, advancing technological breakthroughs and enabling a modern quality
of life."
Kansas Strong Executive Director Warren Martin explained the task of communicating with a sometimes skeptical public
in terms of changing habits. Asking his
audience to compare how different it felt
to fold one's hands with first one thumb
on top and then the other, he posited,
"We as people are dictated by the habits
we hold. For us to change the conversation,
we have to get people to think about
things differently than they habitually

think about them."
Kansas Strong, he said, is doing that
through multiple impressions in news
and social media, conversations, marketing
and community sponsorships.
And the good news, Martin revealed,
is that it is working. He showed public
opinion polls that found 34.1% of Kansans
found oil and natural gas to be "totally
vital" to the things they used and enjoyed
every day. Another 30.6% find oil and
gas "somewhat vital."
Looking at Kansans' opinions of oil
and gas producers, he said this year's
survey found 47.0% were either "totally"
or "somewhat" supportive, up from 41.3%
two years ago. Meanwhile, the number
somewhat or totally opposed has dropped
from 15.4% to 13.5%.
Importantly, "Most of this study was
done in (metropolitan) Northeast Kansas,"
Martin enthused. "We have a chance to
impact the people of Kansas in a positive
way and have a conversation that moves
us forward."

KIOGA Bringing Predictability
In Group Health Insurance Plan
WICHITA, KS.-Predictability and cost
containment generally are considered
pluses for business, and those are two of
the goals for the group health plan the
Kansas Independent Oil & Gas Association
soon will be offering its members.
That plan was the subject of one of
the seminar sessions offered at the Kansas
Independent Oil & Gas Association's annual convention, held Aug. 11-13 at the
Century II Convention Center in Wichita.
In three other sessions:
· In a federal legislative panel that
turned into a town hall-style meeting
with Congressman Roger Marshall, RKs., the state's 1st District representative
answered questions on issues ranging
from the Green New Deal to immigration
reform and the trade war with China.
· Dawn Monroe, owner of Dawn
Monroe Training, offered advice on working more efficiently in Microsoft Excel.
· A panel consisting of Will Boone,
president of Wildcat Resources Inc.;
Nicholas Hess, president of Cobalt Energy
LLC; and Nathan Jiwanlal, legal counsel
and land manager for Trans Pacific Oil
Corp., discussed the land professional's
role from prospect generation through

pre- and post-drilling operations, as well
as in acquiring and divesting of oil and
gas assets.
Association Health Insurance
The week before its convention, revealed
outgoing Chairman Ken White, KIOGA
gained certification to offer group health
insurance under rules adopted this year
by the Kansas Legislature. "Like everything
else, that wasn't as easy as I thought it
would be," he quipped during the Aug. 11
general membership meeting.
Working with the Hays Companies of
Kansas, White said KIOGA had selected
Blue Cross and Blue Shield because of
that company's multistate reach. He added
that a resolution on the final plan would
be presented to the KIOGA Board of Directors for approval no later than its
regular December meeting. "We hope to
roll this out on Jan. 1," White said.
It will be "a true group health plan,"
covering all essential health services and
including provisions such as guaranteed
renewability, no pre-existing conditions,
and dependent coverage to age 26, assured
