and the 200-MMcf/d Taylor plant (that
entered service in mid-2019).
The Navitas processing complex connects with a number of takeaway pipelines,
including Atmos Energy, El Paso Natural
Gas (EPNG), Enterprise North Texas
Pipeline, Northern Natural Gas, ONEOK
WesTex Pipeline, and Gulf Coast Express.
The company has said it also plans to
connect the complex to the Whistler Pipeline
when it comes on line later this year.
Targa Resources began commercial
operation of the 250 MMcf/d Gateway
plant ( " B " in Figure 1) in Reagan County
during the third quarter of 2020, which
beat the company's original planned

fourth-quarter startup date. Gateway is
Targa's 15th processing plant in the Midland-yes, 15th-with 11 of the plants
owned by a ~73/27 joint venture of Targa
and Pioneer Natural Resources. Gas
processed at the Gateway plant flows to
the Gulf Coast Express pipeline.
In an effort to help accommodate production growth in the Midland Basin, Targa
has announced plans to relocate its existing
200-MMcf/d Longhorn processing plant
from North Texas to Reagan County and
rename the facility the Heim plant ( " C " ).
The move, which is estimated to cost $90
million, is expected to be complete in the
fourth quarter of 2021. Targa is a Midland

giant, by the way. In addition to its 2.4
Bcf/d of processing capacity in the basin, it
has some 6,000 miles of gathering pipelines.
In February, EnLink Midstream announced a $30 million plan code named
" Project War Horse " to relocate the existing, underutilized Battle Ridge 80
MMcf/d gas processing plant in Lincoln
County, Ok., to the Midland Basin. Details
regarding the plant's new location were
not disclosed, although EnLink indicated
the project is scheduled for completion
during the second half of this year.
There is at least one more gas processing
plant under development in the Midland
Basin: a 60 MMcf/d facility being planned
by Amarillo Rattler, a joint venture of
Amarillo Midstream and Rattler Midstream, at a site in Martin County ( " D " ).
Amarillo Midstream is owned by ArcLight
Capital Partners, and Rattler Midstream
is a subsidiary of Diamondback Energy.
The JV, which owns and operates the Yellow Rose gathering system in Texas' Andrews, Dawson and Martin counties, initially planned to have the processing plant
up and running by mid-2021. However,
Rattler Midstream said in a November
presentation that the project had been put
on hold pending a recovery in commodity
prices and uptick in drilling activity (both
of which, incidentally, have since gained
considerable momentum).
Delaware Basin Projects
As in the Midland Basin, it turns out
that most of the companies that had
planned to upgrade gas gathering systems,
processing plants and other infrastructure
in the Delaware Basin before COVID hit
elected to move ahead with their projects
in 2020, anticipating-correctly, it now
appears-that activity would get back on
track sooner rather than later.
Even more gas-related infrastructure
is being built in the Delaware Basin,
partly thanks to the fact that gas-to-oil
ratios in the Delaware are considerably
higher than in the Midland to the east.
Two new plants started up in the first
half of 2020, and four more came on line
in the second half of the year.
Enterprise Products Partners' 300
MMcf/d Mentone gas processing plant
( " E " in Figure 2) in Loving County, Tx.,
came on line during the first quarter of
last year. Supported by a long-term acreage
dedication, the plant is Enterprise's seventh
in the Permian, and brings the company's
total gas processing capacity in the region
to 1.6 Bcf/d. In a related project, Enterprise
also installed more than 60 miles of gath-
