reductions in greenhouse gas
emissions. This would make ending oil
extraction part of California's
blueprint to achieve economy-wide
carbon neutrality by 2045. Media
reports add that Newsom has called for
the state to ban the sale of new
gasoline-powered vehicles by 2035.
California Independent Petroleum
Association Chief Executive Officer
Rock Zierman warns that curbing
domestic production actually will
counteract efforts to address climate
change. " It's disappointing that the
governor's legally questionable
announcement will undermine
California's climate leadership, " he
assesses. " Curbing in-state production
through a well stimulation ban would
not change the fact that Californians
demand 1.4 million barrels of oil each
day. Instead of meeting our vast needs
with California oil produced under the
planet's strictest regulations, we would
economically reward foreign regimes
who do not share our environmental
standards and human rights values. "
According to CIPA, hydraulically

fractured wells account for nearly 20%
of in-state production. " Meeting
significant climate targets will require
large scale projects like carbon capture
and using idle wells to store back up
energy, " Zierman adds. " Investment in
these climate innovations will only be
made possible if our industry is able to

Driftwood Pipeline LLC
Aims To Add Gulf Access
NEW YORK-Tellurian Inc.
subsidiary Driftwood Pipeline in late
March launched a binding open season
for its proposed Line 200 and Line 300
expansion project, which aims to start in
Louisiana and interconnect with 12
existing pipelines in and around the
Gulf Coast, press accounts say.
According to media reports, the
project's first phase, expected to come
on line in September 2024, would
originate near Ragley, La., at a proposed
interconnect with Texas Eastern
Transmission, with the 42-inch, 2.4
billion cubic feet a day pipeline traveling
37 miles southwest to Carlyss, La. The
next phase, scheduled to begin service in

June 2026, would entail additional
compression to expand capacity to 3.2
Bcf/d. The final phase, slated to begin
service in December 2026, would entail
31 miles of 42-inch looped pipeline, and
a maximum capacity of 4.6 Bcf/d.
Driftwood Pipeline LLC notes that
its flagship project seeks to deliver 4
Bcf/d to the Driftwood Liquefied
Natural Gas facility through a 96-mile
feed gas pipeline. Tellurian has not
given either project a green light, press
accounts note, but the Federal Energy
Regulatory Commission already has
approved both. ❒

AEP Acquires Trio Of
Appalachian Operators
ALLENTOWN, PA.-American
Energy Partners Inc. has entered an
agreement to acquire three oil and gas
operators in western Pennsylvania and
West Virginia for nearly $11 million.
According to AEP, the transaction's
benefits include:
· An increase in annualized revenue
of approximately $2 million beginning
in Q3 2021 based on strip pricing in
mid-April;
