A NOVembeR 15, 2012, transition to International Civil Aviation Organization (ICAO) flight plans triggered some confusion with pilots wondering if a major shift in flight-plan filing procedures had taken effect. The date marked the completion of a long-planned transition from the FAA domestic flight plan format to an ICAO format for international and domestic IFR operations using performance-based navigation. General aviation IFR pilots can still use the older FAA domestic flight plan form that remains available through electronic flight planning applications for operations that do not use GPS-based procedures and routes (aopa.org/icaoflightplan).

Let’s wORk tO Reduce the GA fatal accident trend. The FAA established an objective to reduce the GA fatal accident rate by 10 percent over a 10-year period (2009-2018). This chart shows the FAA’s 2013 “not to exceed” number of 255, based on that objective. The yearly metric follows the FAA’s Fiscal Year (October through September) and is broken down per month based upon activity levels. The chart also +4 +10 +19 shows the distribution of accidents by their airworthiness classification and plots FAA Not-to-Exceed, FY2011, FY2012, and the total to date. Unfortunately, the +4, +19, and +10 numbers, respectively show GA fatal accidents to be four over for December, 19 over for the year, and 10 more to date than last year. Teach your students safety and help reverse this trend.
