TIPS FROM PIC The 'NASA Form' BY HAROLD "HUCK" RICHARD YOU'D BE SURPRISED by the number of calls the Pilot Information Center receives regarding incidents where an AOPA member didn't think about using NASA's Aviation Safety Reporting System (ASRS), or "NASA Form." Pilots often believe the NASA report doesn't apply to their situation, or they believe there is a limit to the number of reports they can file. Sometimes a seemingly minor incident can result in an FAA enforcement action long after the 10-day window for filing the NASA report has passed. ASRS is intended to improve safety through anonymous reporting with the benefit of providing potential immunity from FAA sanctions to the pilot submitting the report. The FAA will generally waive the penalty of an enforcement action if the requirements for the waiver are met. A member called about an incident regarding a misunderstood clearance. He thought he was not in any jeopardy with the FAA because ATC had not told him to call the agency when he landed. He believed that since ATC had not required contact, the issue was not a problem. He did not fill out a NASA form. thinking to save his chance for immunity for a time when he might really need it. Unfortunately, it turned out that he did need it and it was too late to file. If you have any doubt, it's best to submit the report-better to file and not need it than to not file at all. While it is true that pilots can only actually use a NASA report for immunity once every five years, there is no limit to the number of reports they can file.
