LESSONS LEARNED
At 8:23:06, the PF gradually advanced the power levers,
pausing briefly when the engines reached 1400 foot-pounds
of torque. Fifteen seconds later the PM called out "Max power
set." The left engine was producing 3401 foot-pounds of torque
at 1691 rpm, and the right was turning out 3211 foot-pounds
at 1699 rpm. At 8:23:35, the PM announced that airspeed had
reached 80 knots. At about that same time, the right engine's
torque output began increasing as propeller speed decreased,
reaching 3896 foot-pounds at just 709 rpm within 11 seconds.
A transient decrease in the left engine's output to 2288 footpounds at 8:23:49 was not accompanied by a change in rpm.
The PM requested increased power from the left engine, which
returned to 3549 foot-pounds by 8:24:01.
As airspeed reached 95 knots, the airplane began drifting
right. When the PF mentioned this, the PM replied "Continue,
continue," directing the PF to apply left rudder. Airspeed
decayed two knots as he did so. The CVR recorded no mention
of the loss of rpm in the right engine, though the captain later

told investigators that he "wanted to express his concern about
loss of power" when the first officer called out "V 1 ...rotate."
According to the FDR, airspeed was 101 knots, still three knots
below the calculated decision speed.

In the effort to stabilize the aircraft and gain
altitude the crew ignored the climb checklist.

The 1900 took off at 8:24:01 at a recorded airspeed of 102.6
knots. Both engines were producing similar amounts of
torque-3540 foot-pounds on the left and 3422 on the right-but
the right propeller was turning at just 800 rpm, less than half
the left prop's 1692. Airspeed immediately began to decay as the
aircraft continued to drift right. Seven seconds after liftoff, with
