O MPMA Instrumental in Uncovering Health-care Fraud state. When this situation came to light, UCare offered to make a one-time donation of $30 million to Minnesota. While it was promoted as an act of goodwill, the proposed donation was perceived as a means to make the problem disappear. But the problem did not disappear. In fact, it became obvious that UCare had been vastly overcompensated and that the state was at least partially complicit. In reaction, a Health and Human Services omnibus bill in Minnesota mandated an audit of all public health-care payers in the state to ensure that other organizations were not defrauding the system. The bill was approved by the legislature, and on April 30, Governor Mark Dayton (D) signed the bill into law. Audits of public health-care programs will be mandatory starting January 1, 2014. While MPMA has supported these efforts at the state level for several years, the association also is working with US Rep. Michelle Bachmann (R-MN) to federally mandate all state Medicaid administrator audits. Rep. Bachmann has introduced legislation to this effect. APMA applauds the efforts of MPMA in helping bring this massive fraud case to the attention of the public and for continuing to champion podiatrists in the ongoing fight for equitable pay. n ne of APMA’s state components, the Minnesota Podiatric Medical Association (MPMA), has been instrumental in uncovering a massive Medicaid fraud scheme that has far-reaching repercussions. Podiatric physicians and other medical professionals were unwitting pawns as certain Medicaid managed care organizations (MCOs) overcharged for services based on stateapproved fees, pocketing the excess. Now, legislation has been enacted that will change the way these systems are managed in Minnesota, and a similar federal standard may soon follow. MPMA has worked for fair compensation for podiatric physicians for many years. In the course of this pursuit, the association began to question the reimbursement funds paid out to Medicaid MCOs such as UCare by the state through the prepaid medical assistance (PMAP) programs. PMAP is the basis for public health-care systems in Minnesota and the long-standing system for setting payment rates for the state public health plans. Slowly, it became clear to MPMA leaders that something was amiss. As a result of further inquiries, MPMA discovered many Medicaid MCOs had been receiving excess funds from the THE 2012 ANNUAL SCIENTIFIC MEETING TENNESSEE PODIATRIC MEDICAL ASSOCIATION September 20, 2012 – September 23, 2012 OF THE VA NJ Health Care System The Department of Veterans Affairs, New Jersey Health Care System is seeking a full-time podiatrist at the East Orange Campus. Duties include the practice of podiatric medicine and surgery with emphasis on providing surgical training to our podiatry residents. Eight residents participate in a PMSR with Reconstructive Rearfoot/Ankle, podiatric residency program established in 1988 in which nearly 100 residents have been trained. A podiatric Clerkship program is also maintained. Minimum requirements include U.S. citizenship, current, full and unrestricted license to practice podiatry in a state, territory, or commonwealth of the United States, or in the District of Columbia. Preferred qualifications include comprehensive training in reconstructive rearfoot and ankle surgery, limb salvage, Charcot reconstruction, arthroscopy, and external fixation. Board certification in reconstructive rearfoot/ankle surgery by the American Board of Podiatric Surgery is also preferred. The treatment rooms in the podiatry clinic are large, clean, and spacious, and each contains a computer which includes Microsoft Office, Internet Explorer, and CPRS (computerized medical records and digital x-rays).
