Resolutions Committee). In certain circumstances, a reserve
session of the HOD is needed to complete the business before it. Once the HOD is called into session, the decision-making process begins. Guest speakers and committee chairs offer
reports interspersed with the work of the HOD. These reports
are intended to educate the delegates with relevant and timely information not only critical to their understanding of what
the association is doing for them, but also to facilitate the process of debating resolutions. Awards recognizing nationallevel accomplishments are presented during the HOD, lending prestige to each award.
The HOD also must address annual governance topics, including adoption of the budget for the forthcoming fiscal year,
approval of the rules that will govern the HOD, and the announcement of the Board of Trustees as the Minutes Approval
Committee for the meeting. Among the most important actions

the HOD takes each year is the election of members to the Board
of Trustees. The Board of Trustees is the day-to-day governing
body of the association, authorized to carry out the directives of
the HOD. Each year, the voting delegates elect members to serve
on the board. Board members serve staggered terms so no more
than four positions are available in a given year. The HOD also
elects the officers of the board and installs the new president of
the association in a ceremony steeped in tradition.
The HOD allows APMA members to influence the direction of the association. Even if you are not elected as a delegate or alternate representing your state, you may contribute
to the creation of a resolution or bylaws proposition to be
considered by the HOD or attend the meeting as an interested party. Members should review the resolutions posted on
APMA.org prior to the regular meeting of the HOD and share
their feedback with their state delegates. The governing process is one that seeks to enfranchise every member, not merely those who constitute the HOD.

2017 ADOPTED RESOLUTIONS
The 2017 House of Delegates met March 18-20 in Washington, DC, and adopted the following resolutions. The full text

1-17 (Directive):
DSC-Timothy Tillo, DPM
This resolution resolved that APMA's highest honor, the Distinguished Service Citation, be awarded to Timothy Tillo,
DPM. Read more about Dr. Tillo in our coverage of the HOD
meeting, beginning on page 10.
2-17 (Directive):
TXPMA Centennial
The house resolved that APMA would recognize the Texas Podiatric Medical Association in its 100th anniversary celebration.
3-17 (Policy):
Membership for Residents
This resolution resolved that the APMA Bylaws and Administrative Procedures Committee would develop appropriate language
to establish a complimentary (or significantly discounted) membership category for residents participating in approved programs. Membership has been offered free of charge to residents
for many years as part of an extended pilot program.
7-17 (Directive):
Podiatrists' Role in Healthy Aging
Resolution 7-17 directed APMA to strongly encourage its
members to participate in programs that address the challenges of aging. It also directed APMA to encourage its com32 APMA News May/June 2017

ponents to participate in efforts to promote and facilitate healthy
aging in their communities.
8-17 (Policy):
Opioid Education and Resources
This resolution stipulated that APMA promote physician training and competence on the proper use of controlled substances;
that APMA and its components continue to educate members to
recognize addictive disorders in patients, minimize diversion of
opioid preparations, and appropriately treat or refer patients
with such disorders; that APMA recommend that CPME require
opioid prescription education as a component of residency education training; and that APMA support the voluntary use of
state-based prescription drug monitoring programs.
9-17 (Directive):
Professional Wellness
This resolution directed APMA to identify ways to develop
resources to support physician well-being and to explore participating in interdisciplinary activities such as the National
Academy of Medicine Action Collaborative on Clinician WellBeing and Resilience.
10-17 (Policy):

Resolution 10-17 accomplished the annual review of previously
