This essentially means that pinpoint "precision" is no longer necessary. Further, TC 9.9 in collaboration with the IT manufacturers has established that psychrometric values from Figure 1 are to be measured at the inlet to the IT equipment and not the conditions within its surroundings. This is helpful because it creates clear interface conditions and provides insight that servers and other IT equipment can be located in most environments (not just data centers).
