Update of 'ASHRAE
Position Document
On Environmental
Tobacco Smoke'

I know of no greater impact ASHRAE has had on public health than that achieved by
the "ASHRAE Position Document on Environmental Tobacco Smoke"1 first published
in 2005. The position document was referenced, and excerpts from it recited in testimony, to jurisdictions considering smoke-free laws. I personally delivered testimony
several times, at one point having the honor of sitting next to former Surgeon General
David Satcher while testifying to the Council of the District of Columbia.
As reported by the World Health Organization,2 indoor
smoking has become less common in recent years in
many countries. However, even in the U.S., indoor
smoking bans are not universal, since laws vary by
state and local jurisdiction. When these laws were considered, states and jurisdictions were bombarded by
influence from the tobacco industry and certain sectors
of the hospitality industry, which in turn were funded
by the industry. ASHRAE's position document, with its
clear statements on the limitations of engineered ventilation and filtration, was instrumental in countering
industry falsehoods.
Even the fears of harm to the hospitality industry promoted by the tobacco industry were proven to be the
opposite of what the industry predicted, as hospitality
sales tax revenues actually increase in jurisdictions with
smoking bans.3
2020 Position Document
To this day, no ventilation or filtration solution exists
that reduces the risk of environmental tobacco smoke

(ETS) exposure to a de minimis level. As with all indoor
pollutants, source control or, even better, source elimination is the preferred and most effective method of
control, rather than removing the pollutant after it
has entered the air. The analog to today's fight against
COVID-19 is to have infected individuals stay at home as
the primary action rather than allowing them to come to
work and then depending on filtration and ventilation
to control virus-bearing aerosols.
The current position document has been trimmed to its
essence in accordance with current ASHRAE position document development procedures. Following the Abstract
and Executive Summary, it includes the following sections.
The Issue
This section of the position document includes a brief
discussion of the status of indoor smoking, the universal conclusions of health authorities and a mention of
Lawrence J. Schoen, P.E., is president and principal engineer at Schoen Engineering,
Inc., in Columbia, Md. He was chair of the committee that wrote the most recent version
of the "ASHRAE Position Document on Airborne Infectious Diseases."
