Ombudsmen accomplish this mission through advocacy, mediation,
complaint-investigation and ultimately resolution when possible.
Long-Term Care Ombudsmen,
as mandated by state and federal
law, visit all Orange County's
licensed nursing and residential
care facilities for the elderly on a
regular basis, investigating any
suspected abuse or neglect. Ombudsmen make frequent, unannounced visits to their assigned
facilities. These unannounced visits provide an accurate depiction
of what everyday life is like for the
residents. The Ombudsmen speak
with any resident who may have a
problem, as well as those who just
need someone to listen to them. If
an allegation of abuse or neglect is
brought to light, an Ombudsman
will investigate this issue. All investigations of suspected abuse or
neglect are highly confidential. In
more serious cases, the Ombudsman will report violations to state
licensing agencies that may result
in fines, suspension of license, citations and/or monetary penalties
if substantiated.
An Ombudsman's main job is
to help residents live as they wish.
However, the expressed wish of
the resident may not be in agreement with the well-intentioned
wishes of a family member or
facility director. In that case, the
Ombudsman works to mediate a
resolution that honors the wishes
of the resident. Each Ombudsman
is trained to respond to each concern seriously and to improve the
daily lives of every resident, ensuring they receive the highest quality of care with the utmost dignity.

Council on Aging's Ombudsman from July 2014 to June 2015
n 9,525 unannounced visits to long-term care facilities
n 1,226 complaints received and responded to
n 987 resident council meetings attended
n 344 advanced healthcare directives witnessed
n 616 abuse allegations received

The issues that the Council on Aging's Ombudsmen address include: physical mistreatment of residents; lost or stolen personal items;
infection control; timely and correct dispensing of medications; cleanliness and maintenance, food and activities. Call 714-479-0107 or 800300-6222 to learn more about the Ombudsman program.
Interested in becoming a volunteer Ombudsman? Volunteers are
asked to commit to at least 12 hours a month. There is a particular
need for more volunteers who speak Vietnamese or Korean. More information is available by clicking on "Advocacy & Protection" at

to know that help is available and
that they can learn to become effective advocates for themselves or
their loved ones.
