What is Adult Protective Services? What does it
do? How can a victim get help? These are some questions you might ask. Adult Protective Services (APS)
is a State-mandated program preventing or remedying neglect, abuse, or exploitation of elder or dependent adults who are unable to protect their own interests because of their age or disability. APS accepts
reports of incidents occurring in the community;
conducts investigations; provides crisis intervention
and limited case management, which can include
resources and referrals. Since its inception in 1986,
APS has been working collaboratively with multiple
public and community agencies in investigating elder and dependent adult abuse allegations and linking the abused victims with services.
The number of reports received by APS Orange
County increased 100% from 2005 through 2015, as
a result of APS outreach efforts to educate mandated
reporters and to increase community awareness
of elder and dependent adult abuse. A significant
growth occurred from 1999 through 2002, after
the implementation of SB 2199 that expanded the
mandated reporters to include any person who has
assumed full or intermittent responsibility for the
care or custody of an elder or dependent adult. A

spike in the number of reports received occurred in
2007 when Financial Institutions became mandated
reporters. In 2015, APS experienced another significant increase of 19.8 % compared with 2014; 73%
were reports on elders and 27% on dependent adults.
APS clients are victims of abuse by others as well
as victims of self-abuse. The most common type of
abuse reported is self-neglect in health and safety
(39%), which is failure of a person to provide for his/
her own care. Individuals who are abused by others are most likely to have been neglected (27%) or
financially abused (31%). Financial abuse and isolation often go hand-in-hand.
The vast majority of abusers are relatives of the
victims, and in 2015, 64% of the alleged abusers were
family members of the victims.
The chance of being a victim of elder abuse increases significantly with age. Older adults ages 85
and over are the most vulnerable, as 1 in 21 seniors
of this age group is likely a victim of abuse. They are
almost 6 times more likely to be suffering from abuse
than those of ages 65-69.
You can stop the elder and dependent adult abuse
by reporting it to APS Hotline at 800-451-5155 that
operates 24/7. You can remain anonymous if you
wish. If you experience any form of abuse, you are
encouraged to call the APS Hotline. Together, we can
keep our elders and dependent adults safe.
