Israel's boom is all
about r&d
I
srael's mission to become a major
automotive industry player took a
step forward this year when the country
adopted Government Resolution No.
2316, a $70 million-plus initiative
to "encourage Israeli industry,
entrepreneurship and research in the
field of smart mobility and to position
Israel as a global leader in the field."
Two months later, Intel Corp. said it
would pay $14.7 billion for Mobileye, a
Jerusalem-based maker of autonomous
vehicle technology, a deal that will move
Intel's automotive research teams from
the United States to Israel.
Israel is proving to be a hot spot for
high-end automotive technology.
Last year, Volkswagen AG made a
$300 million strategic investment in
the Israeli ride-hailing provider Gett,
and Ford Motor Co. bought computer
vision and machine-learning company
SAIPS AC. BMW AG invested in the
Israeli transit app Moovit in 2015. More
recently, Porsche announced in June it
has invested an "eight-figure sum" in
the Israeli venture capital funds Magma
Venture and Grove Ventures, both of
which focus on artificial intelligence for
the automotive field. Porsche also has
established an "innovation office" in
Israel "to guarantee access to technology
trends and talent," the automaker said
in a release.

Simana, CEO of Israeli industry monitor
IVC Research Center.
Israel's automotive technology sector
has about 400 startups, Simana says.
Most of those companies are focused
on providing solutions for autonomous
and connected cars, as well as securing
the data coming from and going to
connected vehicles.
In a statement released by Porsche,
the automaker's head of IT and finance,
Lutz Meschke, said, "Israel is a key
market for IT experts and engineers. It
has more start-ups per capita than any
other country in the world."

hile European countries typically
have used incentives and policies
to steer new automotive investments to
economically distressed areas in need
of jobs, the U.K. has embarked on a
different strategy.
Government officials are making 100
million pounds ($128 million) available
to spur automotive development in an
economically robust quadrant along
the M40 highway between London and
Birmingham, where the industry already
is anchored.
Greg Clark, U.K. business secretary
told a London conference organized by
the UK's Society of Motor Manufacturers
& Traders trade association this year that
planners hope to create "the world's most
effective connected and autonomous
vehicle testing cluster."
The government hopes to expand the
country's infrastructure for developing
and testing autonomous cars - a field
that countries around the world are
interested in tapping. The U.K. is keen
to be a European leader in the field.

Development officials already have aided
four separate groups to test autonomousvehicle technologies.
But the London-Birmingham M40
plan is a step beyond previous efforts.
Clark says the quadrant will link
together existing U.K. test tracks
and research facilities to ensure that
"everything is relatively close at hand."
The companies must invest their own
funds to obtain matching incentives.
The effort follows the lead of existing
companies there. Jaguar Land Rover,
part of the government-backed U.K.
Autodrive consortium, is already testing
autonomous Range Rovers in the region
at a test track near the northern-most
end of the M40. Oxbotica, an Oxfordbased company making software for
autonomous vehicles, has been given
government funds to test self-drive cars
on the M40 highway itself from 2019, the
first time any company has been given
permission to test cars hands-off at high
speed in the country.

the funding had to go where the
brightest have already set up shop.
