NORTH CAROLINA
North Carolina
develops four auto
plant megasites
N
orth Carolina, one of the only
Southeast U.S. states that doesn't
have an auto assembly plant, now has
plans to go after one.
The state has prioritized the
development of certified auto plantready megasites around the state to
give potential carmakers a leg-up on
launching their next production facility.
Four megasites have now been
designated:
The Kingsboro CSX Select Site, 1,449
acres 10 minutes east of Interstate 95
and one hour west of Raleigh;
the Chatham-Siler City Advanced
Manufacturing Site, a constructionready plot of 1,800 acres in Chatham
County in the center of the state;
Moncure Megasite, 2,700 acres on
southern end of Chatham County,
20 minutes from Raleigh-Durham
International Airport; and
Greensboro/Randolph Megasite,
comprising 1,500 acres southeast
of Greensboro.
"You can't just put a huge automotive
plant anywhere, no matter how good the
workforce and location is in a particular
community," says Christopher Chung,
CEO of the Economic Development
Partnership of North Carolina.
All four have convenient access to
interstates and rail, and have undergone
environmental audits, geo-technical
studies, have water and sewer lines,
offer low-carbon power and provide
high-speed fiber optics connectivity.

MICHIGAN
Michigan Strategic
Fund foster jobs
W
hen Flex-N-Gate broke ground on
a new auto parts plant in central
Detroit in April, it was the biggest
supplier investment in the Motor City in
two decades. The company will invest
$95 million before the factory opens in
early 2018 with 400 workers initially.
In a city and state that lives and
breathes automotive, no one takes new
investment for granted. For Flex-NGate, the State of Michigan provided
$3.5 million to help with demolition
and power infrastructure, while Detroit
kicked in tax reductions worth $5.9
million over 10 years.
Since 2010, the state has added 30,000
production jobs, the Michigan Economic Development Corp. estimates,
with economic development specialists
at the Michigan Strategic Fund and
various municipalities assisting dozens
of projects.
In the past 21 months, the Strategic
Fund has awarded incentives to 31 automotive projects. For a taxpayer layout of
$76 million, the organization calculates
it has generated $3.1 billion in private
investment with 4,529 new jobs.
Most auto deals are smaller, such as
PJ Wallbanks Springs, a Port Huron firm
making spring packs for automatic transmissions. Because of growing exports to
China and Europe, the company will expand its current plant, creating 68 jobs. It
will invest $803,000. Michigan will grant
$350,000 for employee training. Michigan
won over competing sites in Germany
and China, the state noted.

CALIFORNIA
Automotive is rediscovering California
D
iscounted for decades as an
expensive and regulation-ridden
location for automotive production and
supply chains, Southern California's
auto industry is rebounding as state
and local officials parlay the region's
innovation and diverse talent pool.
State, county and local officials are
nurturing a new style of transportation
manufacturing-lighter, more flexible
and smaller-scale - that draws on
targeted incentives and a broad
talent pool with skills borrowed from
aerospace and other industries.
Southern California has become
a nexus for all types of electric and
autonomous vehicles, says Lawren
Markle, spokesman for the
Advanced Transportation Center of
Southern California.
"It's a new industry cluster of
specialized manufacturers, suppliers
and engineering and computer
companies," he says. "If you want
electric buses to replace diesels, this
is where you come. Same thing for
autonomous vehicles."
Six LA electric bus makers - BYD,
EBus, Proterra, U.S. Hybrid, Trams
International and Complete Coachworks
-- have a large local EV market, but also
export to other states and countries.
The state, along with regional air
quality management districts, counties
and individual cities, are funneling
hundreds of millions of dollars in annual
assistance to companies as cash awards,
grants or funding for job training and
infrastructure. The state just awarded
$24 million to five air districts for a pilot
using 43 zero-emission heavy trucks to
haul cargo from ports to warehouses.
"The critical factor was talent," says
Michael Patterson, CEO of Vernon,
Calif., startup battery-maker Romeo
Power. "We could only get the high-tech
skills and personnel we needed here in
Southern California."
