HOW WE ARE SUCCEEDING

LEGAL PATHFINDING IN
THE TIME OF COVID-19

T

he Office of the General Counsel (OGC)
continues to provide legal advice and
guidance to the OCFO, despite the challenges
of COVID-19 and working remotely. We have
successfully adapted to the changed worked
environment and, at times, are working longer
hours (with no commuting and shorter lunch
hours).   Morale is good, given the pandemic,
and reminds us all of the strength we derive
from our sense of OGC community.  We have
an OGC-wide buddy system in which OGC
staff - like Antar Johnson and Christina Harris
-- are paired and check in at the beginning of
each workday.  We have weekly staff meetings - such as OTR-OGC's weekly calls led
by Alan Levine -- using Microsoft Teams and
conference telephone calls, to go over work
projects and priorities, as well as strengthen
our team spirit and cohesiveness.  We join
together each month for our "Brown Bag
Without the Brown Bag" lunch sessions where
two OGC teammates make presentations on
substantive topics of which they are working.
Previous speakers included Nirmail Dhaliwal,
who presented on the District's personal
property tax system and Mary Beale, who
discussed filing and review of the OCFO's
Confidential Financial Disclosure Reports.

eleworking during the COVID-19
crisis has required many modifications to my normal routine.  One technological tool I have started using to
help stay on track with my daily tasks
is the "Tasks" functionality in Microsoft
Outlook.  I never actually noticed this
tool before, and it is a great way to
create a checklist, keep notes and link
related email communications.  I've
also found that the "Chat" functionality
in Microsoft Teams is convenient way
to stay connected and has replaced
stopping by a colleague's office to say
hello or ask a quick question.  To break
up the monotony of being confined to
my home office, I like to go outside for
at least 15 minutes, weather permitting.

Last July, Laverne Lee presented on how
OGC handles Freedom of Information Act
(FOIA) requests and Andrew Reiter discussed
the Earned Income Tax Credit (EITC). In
September, Patricia Gracyalny will explain the
Home Rule Act and Chaia Morgan will take us
through how OGC handles OCFO personnel
matters, generally.  OGC's Social Committee,
chaired by Tracy Ferguson, is working on our
first virtual "Happy Hour" for OGC-ers to connect and socialize. We consider ourselves fortunate, all things considered, as we confront
together the global health emergency. *
