Policy makers and financial staff must work together to develop a balanced
budget for the coming fiscal year (October 1 to September 30), and the
District's CFO must certify to the Congress that the District's budget and
financial plan are balanced.

Revenue Analysis, as well as the Budget
Support Act, which can touch every agency
in the District government.
Trust in the OCFO has been built on the
bedrock of responsiveness and quality of
service that we provide.
A central tenet of our jobs is to avoid
influencing policy while providing our
expertise to policy makers on critical
matters. That is where the professionalism of all OCFO staff becomes critical.
Every bill and resolution is reviewed to
determine if it creates a fee, fine, or a fund.
If the legislative proposal contains a tax,

we ask the Office of Tax and Revenue to
review it to ensure that it can be successfully implemented with the intended effects.
OCFO staff, with the assistance of legislative counsel, often provides testimony at
Council hearings.
There is a certain amount of diplomacy
involved because no policy maker likes to
hear the word "no" on matters of importance to them. That is why the trust we
try to build is so important, and it is only
through the professionalism and expertise of the entire OCFO staff that we can
accomplish our mission.
