Foundation for Financial Success

T

he Office of Financial Operations and Systems (OFOS) is
responsible for maintaining effective and efficient accounting and financial reporting practices throughout the District of
Columbia government. Our functions are grouped within two
broad categories: Controller functions and those associated
with payroll processing and retirement services.
Why Are We Here? The primary mission of OFOS is to establish the guiding principles for financial and payroll operations, accounting systems, and policies and procedures in
order to maintain the fiscal integrity of the District of Columbia
Government. Our fundamental business objectives promote accuracy, transparency and accountability while uniquely aligning us
with our customers and stakeholders.
Who Are We? OFOS is staffed with individuals who are knowledgeable
in interpreting and applying generally accepted accounting principles
(GAAP), processing payroll and administering retirement benefits.
How Are We Organized? Bill Slack, Deputy CFO and Controller, manages a team of 97 accounting and payroll professionals who work in six
OFOS Divisions:
*	 Accounting Operations - Reconciles the District's more than 400
cash and investment accounts on a monthly basis and routinely
monitors/reconciles general ledger accounts, such as payroll liability.
