o be successful and enduring, an organization needs
clarity of purpose. In other words, know your history
and stay true to your purpose. If employees are to be
empowered, a sense of purpose is critical to creating
that culture. Simply put, what is the reason that each of
us gets out of bed and comes to work every day? What
motivates us to be the best at what we do? Knowing and
understanding why the OCFO exists and its ongoing purpose is critical to motivating and empowering everyone
to achieve a best in class financial organization.
Our History (Why and How the OCFO Was Created)
The District is a very large and complex government,
comprised of over 80 agencies, serving the roles of city,
state, county and school district. Its annual budget is
over $13.8 billion with over $6.4 billion in capital projects
over the next six years.
Today, the District is in the best financial condition
of its history. Public safety and teacher pension funds
and retiree health care benefits are fully funded, a position no other major city or state can claim. General fund
reserves are at their highest level in the District's history
with cash reserves nearing the 60 days recommended
by best in class government standards. Bond ratings
