Investment in Ed-Tech Firms
Jumped, Evolved in 2014
The amount of venture capital
flowing into K-12 education technology
companies reached $642 million
in 2014, jumping 32 percent over
the previous year, with investors
showing a strong appetite for platforms
to help schools connect with
parents and perform data analytics,
according to a new report.
Much of the new interest in precollege
ed-tech can be linked to "a
shift to more consumer-ish type
products in K-12 ed-tech," said Vivek
Murali, an associate partner at the
Oakland, Calif.-based NewSchools
Venture Fund, which published the
report last month. Mr. Murali published
the analysis last month.
Venture capitalists who were
previously wary of companies
struggling to break into the K-12
market, he said, are now enticed
by businesses that are "bypassing
that cycle."

Ind. Teacher Reviews Show
Vast Majority 'Effective'
The second year of Indiana's
new system for evaluating teachers
shows the vast majority of the
state's educators were certified as
doing their jobs effectively.
Indiana education department
data for nearly 58,000 teachers
show that less than 0.5 percent
were rated "ineffective" during the
2013-14 school year, about the same
as the previous year. An ineffective
rating can place teachers at risk of
termination.
The data also show a slightly lower
percentage of teachers, just below 2
percent, were rated in the secondlowest
of four categories, called "improvement
necessary." The percentage
of educators in the top category,
rated "highly effective," rose from 26
percent to 35 percent.

Ethnic-Studies Classes
Remain Under Fire in Ariz.
The new state schools chief in
Arizona says she agrees with her
predecessor's claim that the Tucson
district is violating a state ban on
ethnic studies.
But Diane Douglas supports
ethnic studies and said the state
education department approves
of curriculum used by the district,
but not the way it is taught.
She said teachers' lessons plans
and classroom materials don't reflect
the courses, which focus on
culturally relevant subjects from
the Latino and African-American
perspectives.
Tucson has 60 days to correct
course or risk losing $14 million in
state funding. Former Superintendent
John Huppenthal issued the
violation notice during his last day
in office on Jan. 2.
School district Superintendent
H.T. Sanchez said the curriculum
follows a federal racial-desegregation
order requiring culturally relevant
courses.
The dispute dates back to a 2011
state law.

A percentage was misstated in
James R. Delisle's Commentary
"Differentiation Doesn't Work," in
the Jan. 7, 2015, issue of Education
Week. According to a 2008 study by
the Thomas B. Fordham Institute,
83 percent of teachers nationwide
said differentiation was "somewhat"
or "very" difficult to implement.
U.S. Civil Rights Officials Release English-Learner Guidance
The U.S. departments of Education and Justice
have issued new guidance on the rights of the
nation's nearly 5 million English-language learners,
reminding public schools of their obligations
under federal law to ensure the students have
equal access to a high-quality education.
The rights of ells have emerged as a significant
policy issue for the Education Department as the
percentage of such students has increased.
Under the latest guidance, public schools must:
* Identify English-learner students in a timely,
valid, and reliable manner, and offer them an educationally
sound language-assistance program;
* Provide qualified staff and sufficient resources
for teaching English-learners, ensuring ells have
equitable access to programs and activities;
* Avoid unnecessary segregation of Englishlearners
from other students;
* Monitor students' progress in learning English
and doing grade-level classwork;
* Remedy any academic deficits ells incurred
while in a language-assistance program;
* Move students out of language-assistance programs
when they are proficient in English and
monitor those students to ensure they were not
prematurely removed;
* Evaluate the effectiveness of English-learner
programs; and
* Give parents with limited English proficiency
information about school programs, services, and
activities in a language they understand.

resign from that position later this year.

"A Blueprint for Effective and Adaptive District
Procurement"
Officials from big-city school systems offer blunt criticisms
of a slow, cumbersome, and often anxiety-choked
procurement process for buying educational technology.
Their views appear in a new report that argues
that those obstacles can stymie innovation.
In a paper released last week, researchers from the
University of Washington's Center on Reinventing
Public Education say that both vendors and school officials
trying to shepherd purchases along typically have
to navigate a deep sea of competing rules and district
offices with different interests and responsibilities.
The tangled process tends to exclude new and smaller
ed-tech companies, and potentially curtail new ideas,
write authors Tricia Maas and Robin Lake.

"The State of Computer Science in U.S. High Schools:
An Administrator's Perspective"
There is little agreement among administrators on
what computer science is, how it should be taught, and
what kind of requirement it should fulfill.
That's the upshot of a recent survey of 500 high school
principals and assistant principals.
The online survey, conducted by the Computer Science
Teachers Association and Oracle Academy, asked
administrators about the computer science opportunities
at their schools. While 78 percent said their
schools offer computer science courses, the departments
responsible for those courses varied. Fifty-three
percent said computer science was the purview of career
and technical education; 42 percent said it came
under the business department. Twenty-four percent
named the math department, and 10 percent said science.
Respondents were told to check all departments
that applied.

they are licensed.
"This is a shift in focus," the Denver-based organization
says in a statement released with its findings. "Typically,
states have concentrated on the student rather
than the teacher by pursuing policies that identify struggling
readers for special instruction."
The report says this new wave of state policies targets
new teachers, rather than those who have been teaching
for a while. The policies require all teachers of young
children-not just reading specialists-to show mastery
of teaching reading. And they do it with a special test,
rather than through a subset of items within a larger
teacher-certification exam.

Teenagers Often Get Wrong Idea
About Peers' Behaviors, Study Finds
"Adolescents Misperceive, and Are Influenced By High-Status
Peers' Health Risk, Deviant, and Adaptive Behavior"
Teenagers overestimate how often their peers participate in
risky sexual and drug-related behaviors, and those misperceptions
may cause them to adjust their own behaviors, adapting to
social norms that don't actually exist, a study has found.
Researchers from the University of North Carolina at Chapel
Hill, Stanford University, and Tilburg University in the Netherlands
used peer interviews to cluster a group of high school
students into five peer groups-socially oriented "populars," athletically
oriented jocks, deviant-oriented "burnouts," academically
oriented brains, and students who were not strongly affiliated
with any specific crowd. Students confidentially answered
questions about their own behaviors related to sex, drug use,
and criminal conduct; and how often they studied or exercised.
Students also estimated how often peers in the other groups took
part in each of the same behaviors. Among the findings:
* Students in the popular crowd reported that they had smoked
1.5 cigarettes a day in the past month, but their peers, inside
and outside the popular group, thought they had smoked three.
Similarly, jocks reported little or no smoking, but peers estimated
they smoked one cigarette per day. And burnouts reported
smoking two or three cigarettes a day, while their peers put the
number at a half or a whole pack.
* Peers assumed jocks binged on alcohol more frequently and
had more sex than jocks self-reported.
* Peers also overestimated how often burnouts smoked marijuana,
shoplifted, and damaged property.
* Students in the brainy group reported studying about half as
long as their peers estimated.
