Continues to Grow
Oregon Governor Orders Release
Of School Performance Ratings
Gov. Kate Brown ordered the public release of annual
school performance ratings last week after Oregon's
biggest newspaper reported that a Brown appointee
had delayed the release of the statistical rankings until
after the high-stakes gubernatorial election Nov. 6.
Brown is in a tight race with Republican challenger
Rep. Knute Buehler, who has made statewide education funding and reform among his top campaign issues. Oregon ranks third-worst in four-year graduation
rates, and the issue is a sensitive one for voters.
School districts have had the annual ranking data
since Oct. 4 and had been told they could prepare public statements about their results for release Oct. 25.
But in recent days, The Oregonian reported, they were
told by state education officials that the data would go
public after the election.
Education department Director Colt Gill said that
a changeover in federal testing mandates meant the
data needed to be presented in a new way, so he decided to delay the release.

Maryland Backs Away From Allowing
Noneducators as Superintendents
A vote by a professional-standards board means
Maryland will not permit noneducators to be appointed as schools superintendents, after all.
Last year, the Maryland board of education set up
a task force to look at allowing local school boards to
find "exceptional" leaders outside education circles.
And last month, the board approved a new regulation authorizing nontraditional candidates, over the
objections of state educators and the association representing local school boards.
The Professional Standards and Teacher Education Board then voted against the state board's decision, in an unusual move. The state school board
needed a supermajority to override the professional
board's veto, but failed to achieve one last week. -AP

South Carolina Leader Garners
Honor as Nation's Top Principal
A South Carolina principal has been chosen as the
National Association of Secondary School Principals'
principal of the year.
As is customary practice for this award, Lucas
Clamp, the principal of River Bluff High School in
Lexington, S.C., was honored at a surprise pep rally
at his school last week.
Lexington County has landed the honor for two consecutive years: Last year's winner was Akil Ross, the

lish-learner specialists, and district administrators should consider, including:
* Understand what educational technology offers for English-learners.
* Maximize the supports the educational technology offers English-learners.
* Seek out hands-on, instructionfocused professional development about
English-learners and educational technology.

"2018 Social-Emotional Learning Report"
U.S. teachers are spending more class
time on social-emotional learning-but
they think it's still not enough, according to an annual survey by the education
publisher McGraw-Hill.
Based on a national survey of 1,140

principal of Chapin High School, which is in the same
county but a different school district.
Clamp is the founding principal of River Bluff High,
which allows students to make their own schedules
and use independent learning time. The school has a
project-based learning model and intensely prioritizes
empowering students.
He has also worked to empower teachers and close
the achievement gap in his school. After an intense
focus on African-American students, their math and
English/language arts test scores rose significantly,
NASSP said.

Atlanta Middle Schools to Offer
Girls Chance to Play Flag Football
The Atlanta school district will begin offering flag
football for 7th and 8th grade girls in 2019, becoming
one of the largest systems in the country to offer flag
football as a scholastic sport to middle school girls. All
13 Atlanta middle schools are set to participate.
The program is being established with financial
assistance from USA Football, ESPN, and the NFL's
Atlanta Falcons.
USA Football CEO Scott Hallenbeck says the program will set "a great example for school districts nationwide," creating opportunities for a new group of
potential student-athletes.
According to the Sport and Fitness Industry Association's 2018 participation report, about 171,000
girls ages 6 to 17 took part in flag football at the core
level, an increase of more than 22 percent from the
previous year.

Nebraska School Cook Who Served
Kangaroo Meat to Students Is Fired
A school cook in Nebraska was canned after he
mixed kangaroo meat into chili made for students.
In a letter to parents, Potter-Dix schools Superintendent Mike Williams explained that public school
students in the village of Potter were served chili with
kangaroo meat as a main course. Williams said that the
head cook, Kevin Frei, told him he served the kangaroo
meat because of its nutritional value, and he provided
Williams and the nutrition-services office of the state
education department with nutritional information.
But that didn't stop Frei from being fired.
"If a family wants to eat exotic foods, they can do so
on their own time - not at school," Williams' letter said.
"If we were to have food or ingredients that are out of
the ordinary, they should be listed on the menu so that
the students and families are aware of what they would
be being served. We will no way be serving food of this
nature again. Period."

schools implementing a social-emotional
education plan, and 74 percent say they
spend more time on such instruction
today than five years ago.
However, only about 1 in 5 teachers
reported that they felt fully prepared to
teach social-emotional concepts. While
37 percent reported having received inschool professional development, 18 percent received no training at all, and
others reported more informal training,
such as reading books.

"Educator Toolkit for Teacher and Student
Privacy"
Teachers can feel pressured to use

education technology products without
knowing how to protect their own and
their students' privacy, according to a
new online survey by privacy advocacy
groups.
Based on an online national survey of
teachers, the Parent Coalition for Student Privacy and the Badass Teachers
Association found that 68 percent said
they had received no training in how
to use education apps in ways that protected their own and their students' data,
and a majority felt pressured to download
some apps without understanding what
data they would collect.
The report recommends that schools
limit social media use in school, advocate for stronger privacy protections, and
evaluate the data-privacy protections of
ed-tech products or services thoroughly
before adopting them.

The teaching force has continued to grow larger,
less experienced, and more racially diverse, as
high rates of teacher turnover continue, a new
analysis shows.
Richard Ingersoll, a professor of education
and sociology at the University of Pennsylvania
Graduate School of Education, studied nearly three
decades of federal data on teachers-from 1987 to
2016-to explore what changes have taken place
over time. His latest update, released last week,
uses data from the National Teacher and Principal
Survey. Among the key findings:

1. Forty-four percent of new teachers leave the field
within five years.

Almost two decades ago, Ingersoll estimated
that up to half of those who become teachers quit
within five years-a figure that has been widely
shared. That was always a rough estimate, and
this new figure uses national longitudinal data
and is more accurate, the report says.

2. The teaching profession has continued to grow far
faster than the student population.

Since the recession, Ingersoll said, teacher
hiring "has picked up with a vengeance."
"I see it as a ticking time bomb, just in terms of
the affordability," he said.
Ingersoll cites such reasons behind the trend
as reduced elementary class sizes; more special
education, English-as-a-second-language, math,
and science teachers; and more elementary
enrichment specialists.

3. The teaching force is becoming more "green."

For a number of years, the most common age
of a public school teacher increased, reaching
55 by 2007-08. Now, the most common age has
decreased and spread out-from the mid-30s to
the mid-40s.
"Not only have retirees been replaced with
newcomers, but the flow of newcomers has become
a flood," the report notes.
In 1987-88, the most common public school
teacher had 15 years of teaching experience. In
2015-16, the most common public school teacher is
in his or her first three years of teaching.

4. Teaching is becoming a more racially diverse
profession, but retention is a problem.

While teaching is still predominately white, the
percentage of all nonwhite public school teachers
has increased from 12.5 percent in 1987-88 to 19.9
percent in 2015-16.
Still, the rate at which nonwhite teachers leave
the profession is much higher than that of white
teachers.

5. Even more of the teaching profession is female.

Women represented more than 76 percent of the
teaching force in 2015-16.
